HOUSE CONCURRENT RESOL UTION NO. 76

INSURANCE/AUTOMOB ILE: Authorizes and requests the Department of Insurance to
work with insurers and commercial freight companies to develop a good driver
discount option for drivers with newly issued commercial driver's licenses
1 A CONCURRENT RESOL UTION
2To authorize and request the Louisiana Department of Insurance to work with insurers and
3 commercial freight companies in developing and implementing a good driver
4 discount program for drivers with newly issued commercial driver's licenses.
5 WHEREAS, commercial trucking is the lifeblood of the United States economy and
6moves nearly seventy-one percent of all domestic freight shipments; and
7 WHEREAS, in 2015 those goods totaled approximately one hundred seventy-six
8million metric tons and were worth about seven hundred billion dollars; and
9 WHEREAS, both the value and tonnage of the trucking freight are expected to only
10increase; and
11 WHEREAS, insurance premiums for long-haul and trucking companies have doubled
12from between six thousand and seven thousand dollars in 2010, to between twelve thousand
13and fourteen thousand dollars today; and
14 WHEREAS, these increased premiums are the largest single increases in operating
15costs for trucking companies; and
16 WHEREAS, there is a shortage of commercial truck drivers by more than fifty
17thousand drivers, and it is estimated that this shortage could be three times higher within the
18next eight years; and

1 WHEREAS, the high insurance premiums are unaffordable for independent
2commercial truck drivers which prevents them from being able to accept independent jobs;
3and
4 WHEREAS, the high insurance premiums are unaffordable for trucking companies
5which prevents them from being able to hire truck drivers with newly issued commercial
6driver's licenses.
7 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
8authorize and request the Louisiana Department of Insurance to work with commercial
9trucking insurers and commercial freight companies to develop and implement a program
10that provides a good driver discount to truck drivers with newly issued commercial driver's
11licenses.
12 BE IT FURTHER RESOLVED that the Department of Insurance and insurers study
13and address all of the following:
14 (1) The use of a monitoring device in the vehicle to collect data on the driver's
15driving habits for transmittal back to the insurance company.
16 (2) The use of an evaluation form compiled by the insurer that includes a checklist
17of practices and procedures that the truck drivers and trucking companies must follow to
18participate in the good driver discount program.
19 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
20commissioner of the Department of Insurance.
