ENROLLED 2019 Regular Session HOUSE CONCURRENT RESOL UTION NO. 76 BY REPRESENTATIVE LYONS A CONCURRENT RESOL UTION To authorize and request the Louisiana Department of Insurance to work with insurers and commercial freight companies in developing and implementing a good driver discount program for drivers with newly issued commercial driver's licenses. WHEREAS, commercial trucking is the lifeblood of the United States economy and moves nearly seventy-one percent of all domestic freight shipments; and WHEREAS, in 2015 those goods totaled approximately one hundred seventy-six million metric tons and were worth about seven hundred billion dollars; and WHEREAS, both the value and tonnage of the trucking freight are expected to only increase; and WHEREAS, insurance premiums for long-haul and trucking companies have doubled from between six thousand and seven thousand dollars in 2010, to between twelve thousand and fourteen thousand dollars today; and WHEREAS, these increased premiums are the largest single increases in operating costs for trucking companies; and WHEREAS, there is a shortage of commercial truck drivers by more than fifty thousand drivers, and it is estimated that this shortage could be three times higher within the next eight years; and WHEREAS, the high insurance premiums are unaffordable for independent commercial truck drivers which prevents them from being able to accept independent jobs; and WHEREAS, the high insurance premiums are unaffordable for trucking companies which prevents them from being able to hire truck drivers with newly issued commercial driver's licenses. Page 1 of 2 HCR NO. 76 ENROLLED THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby authorize and request the Louisiana Department of Insurance to work with commercial trucking insurers and commercial freight companies to develop and implement a program that provides a good driver discount to truck drivers with newly issued commercial driver's licenses. BE IT FURTHER RESOLVED that the Department of Insurance and insurers study and address all of the following: (1) The use of a monitoring device in the vehicle to collect data on the driver's driving habits for transmittal back to the insurance company. (2) The use of an evaluation form compiled by the insurer that includes a checklist of practices and procedures that the truck drivers and trucking companies must follow to participate in the good driver discount program.
