HOUSE CONCURRENT RESOL UTION NO. 79
BY REPRESENTATIVE DEVILLIER
PUBLIC SFTY/CORRECTIONS:  Requests the Dept. of Public Safety and Corrections to
study alternative means of reporting to a probation and parole officer
1	A CONCURRENT RESOL UTION
2To urge and request the Department of Public Safety and Corrections to study and determine
3 the feasibility of implementing alternative means by which a person on probation or
4 parole reports to a probation and parole officer in lieu of in-person meetings.
5 WHEREAS, a person on probation or parole is required by law to report to a
6probation and parole officer and to comply with other court-ordered conditions of their
7probation or parole; and
8 WHEREAS, Louisiana law does not provide the specific means by which a person
9on probation or parole reports to a probation and parole officer; and
10 WHEREAS, it is important for a probation and parole officer to keep informed of the
11conduct of the person under his supervision and the person's compliance with conditions of
12probation or parole; and
13 WHEREAS, according to the Administrative Office of the United States Courts
14Probation and Pretrial Services Office, probation and parole officers are able to assess
15numerous factors about the person under their supervision, including residence, employment,
16and association with others, regardless of the required manner of reporting; and
17 WHEREAS, throughout the period of supervision, the probation and parole officer
18may be able to adjust the frequency of reporting for a person on probation or parole
19depending on the person's risk level and progress on supervision; and

1 WHEREAS, requiring a person on probation or parole to meet in-person with a
2probation and parole officer could result in the person having to miss multiple days of work,
3which could hinder the person's successful reintegration into society; and
4 WHEREAS, to ensure that the person is able to comply with reporting requirements
5and other conditions while successfully reintegrating into society, it would be beneficial for
6the Department of Public Safety and Corrections to study and determine the feasibility of
7implementing alternatives to in-person reporting.
8 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
9urge and request the Department of Public Safety and Corrections to study and determine
10the feasibility of implementing alternative means by which a person on probation or parole
11reports to a probation and parole officer in lieu of in-person meetings.
12 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
13to the Department of Public Safety and Corrections.
