ENROLLED 2019 Regular Session HOUSE CONCURRENT RESOL UTION NO. 79 BY REPRESENTATIVES DEVILLIER, HOWARD, JAMES, MARCELLE, SMITH, ADAMS, ARMES, BAGLEY, BILLIOT, CARMODY, GARY CARTER, COX, EMERSON, JIMMY HARRIS, LANCE HARRIS, HORTON, JENKINS, LACOMBE, TERRY LANDRY, LEGER, LYONS, MAGEE, AND WRIGHT A CONCURRENT RESOL UTION To urge and request the Department of Public Safety and Corrections to study and determine the feasibility of implementing alternative means by which a person on probation or parole reports to a probation and parole officer in lieu of in-person meetings. WHEREAS, a person on probation or parole is required by law to report to a probation and parole officer and to comply with other court-ordered conditions of their probation or parole; and WHEREAS, Louisiana law does not provide the specific means by which a person on probation or parole reports to a probation and parole officer; and WHEREAS, it is important for a probation and parole officer to keep informed of the conduct of the person under his supervision and the person's compliance with conditions of probation or parole; and WHEREAS, according to the Administrative Office of the United States Courts Probation and Pretrial Services Office, probation and parole officers are able to assess numerous factors about the person under their supervision, including residence, employment, and association with others, regardless of the required manner of reporting; and WHEREAS, throughout the period of supervision, the probation and parole officer may be able to adjust the frequency of reporting for a person on probation or parole depending on the person's risk level and progress on supervision; and WHEREAS, requiring a person on probation or parole to meet in-person with a probation and parole officer could result in the person having to miss multiple days of work, which could hinder the person's successful reintegration into society; and WHEREAS, to ensure that the person is able to comply with reporting requirements and other conditions while successfully reintegrating into society, it would be beneficial for Page 1 of 2 HCR NO. 79 ENROLLED the Department of Public Safety and Corrections to study and determine the feasibility of implementing alternatives to in-person reporting. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the Department of Public Safety and Corrections to study and determine the feasibility of implementing alternative means by which a person on probation or parole reports to a probation and parole officer in lieu of in-person meetings. BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted to the Department of Public Safety and Corrections.
