HOUSE RESOLUTION NO. 113
BY REPRESENTATIVE SMITH
COMMENDATIONS:  Commends the Louisiana Counseling Association and designates
May 9, 2019, as Louisiana Counseling Association Day at the state capitol
1	A RESOLUTION
2To commend the Louisiana Counseling Association and to recognize Thursday, May 9,
3 2019, as Louisiana Counseling Association Day at the state capitol.
4 WHEREAS, approximately one in five adults in the United States experiences a
5diagnosable mental disorder in a given year, and for almost ten million people, the condition
6is serious enough to affect their ability to function on a daily basis; and
7 WHEREAS, significant percentages of America's homeless population, prisoners,
8and youth in juvenile justice systems live with a serious mental illness; and
9 WHEREAS, despite the growing number of people with mental health challenges,
10only forty-four percent of adults and less than twenty percent of children and adolescents
11with diagnosable mental health problems receive the necessary treatment; and 
12 WHEREAS, in order to help meet the need for more and better mental health
13services, the Louisiana Counseling Association, or LCA, was chartered in 1968 as a state
14branch of the American Counseling Association; and
15 WHEREAS, the LCA encompasses a broad spectrum of groups in the field of
16professional counseling, and, for its members, the association provides an opportunity to
17share information and grow professionally; and
18 WHEREAS, the LCA is a professional association that represents the many
19professional counselors in various work settings, including licensed professional counselors
20(LPCs), licensed marriage and family therapists (LMFTs), school counselors, college

1counselors, college educators, substance abuse counselors, career counselors, multicultural
2counselors, and religious counselors; and
3 WHEREAS, the mission of the LCA is to enrich lives and to advance the counseling
4profession; and
5 WHEREAS, the purposes of the LCA include to organize, administer, and manage
6the structure of the organization so that it can more effectively fulfill its mission; to promote
7personal and professional development within the counseling profession; to promote
8professionalism within the counseling profession; to support public policy and legislation
9which enhances the counseling profession; and to promote the creation of knowledge and
10the dissemination of research within the counseling profession; and
11 WHEREAS, the LCA is composed of thirteen divisions and one organizational
12affiliate, and includes the Louisiana Association for Counselor Education and Supervision
13(LACES), Louisiana Association for Multicultural Counseling and Development (LAMCD),
14Louisiana Association of Marriage and Family Counselors (LAMFC), Louisiana Association
15for Spiritual, Ethical, and Religious Values in Counseling (LASERVIC), Louisiana College
16Counseling Association (LCCA), Louisiana Career Development Association (LCDA),
17Louisiana Mental Health Counselors Association (LMHCA), Louisiana School Counselors
18Association (LSCA), Louisiana Association of Addiction and Offender Counselors
19(LAAOC), Association for Lesbian, Gay, Bisexual, and Transgender Issues of Louisiana
20(ALGBTIC), Louisiana Counselors for Social Justice (LCSJ), Louisiana Association of
21Counseling Graduate Students (LACGS), and the Provisional Licensed Counselor
22Association of Louisiana (PLCA); and
23 WHEREAS, the LCA promotes the mental health profession in the state of Louisiana
24and provides a number of services to its members; and
25 WHEREAS, the LCA represents two thousand two hundred thirteen counselors
26across the state of Louisiana; and
27 WHEREAS, because the men and women of the LCA have made a significant and
28positive influence in communities throughout the state, the members of the association merit
29a special measure of commendation.

1 THEREFORE, BE IT RESOLVED that the House of Representatives of the
2Legislature of Louisiana does hereby commend the members of the Louisiana Counseling
3Association for their unwavering commitment to excellence in serving the citizens of
4Louisiana and does hereby designate Thursday, May 9, 2019, as Louisiana Counseling
5Association Day at the state capitol.
6 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
7president of the Louisiana Counseling Association.
