HOUSE RESOLUTION NO. 118
BY REPRESENTATIVE GAROFALO
SPECIAL DAY/WEEK/MONTH:  Designates May 8, 2019, as NASA Day at the state
capitol and commends NASA
1	A RESOLUTION
2To commend the National Aeronautics and Space Administration (NASA) for its scientific
3 and technological contributions to the state of Louisiana and the United States of
4 America and to designate Wednesday, May 8, 2019, as NASA Day at the state
5 capitol.
6 WHEREAS, NASA's Marshall Space Flight Center and Michoud Assembly Facility
7in New Orleans, where the Saturn rockets for the Apollo program and the external tanks for
8the space shuttle program were manufactured, have been instrumental in the success of the
9U.S. space program for sixty years; and
10 WHEREAS, NASA is celebrating the fiftieth anniversary of the Apollo 11 moon
11landing; and
12 WHEREAS, the Marshall Space Flight Center and Michoud Assembly Facility are
13building the Space Launch System (SLS), which will feature the most powerful rocket ever
14built and will enable human exploration of the moon and future missions to deep space with
15an eye towards Mars, thus further consolidating America's role as the leader in space
16exploration; and
17 WHEREAS, NASA and the state of Louisiana share a commitment to promoting the
18growth of a well-trained aerospace workforce and to sustaining world-class manufacturing
19capabilities such as those at the Michoud Assembly Facility, where NASA is building the
20SLS and Orion Multipurpose Crew Vehicle, both of which will usher in a new era of
21exploration and discovery beyond Earth's orbit; and

1 WHEREAS, within the last year, the Marshall Space Center and Michoud Assembly
2Facility have facilitated the signing of 66 partnership agreements with a value exceeding
3$23.7 million in areas such as engine development, materials testing, wind tunnel testing,
4and other engineering services, while also managing 281 Space Act Agreements with
5industry, academia, and other government agencies; and
6 WHEREAS, even as it continues NASA's proud heritage of groundbreaking
7advancements in human space exploration, the Michoud Assembly Facility locally supports
8more than five thousand jobs, generates $630 million in economic impact, and has obtained
9$116 million in government contracts; and
10 WHEREAS, the citizens of the state of Louisiana are exceedingly proud of the state's
11critical role in the American space program and of the tremendous advances in space
12exploration and scientific progress its cooperation with NASA has produced.
13 THEREFORE, BE IT RESOLVED that the House of Representatives of the
14Legislature of Louisiana does hereby designate Wednesday, May 8, 2019, as NASA Day at
15the state capitol and does hereby commend NASA for its remarkable scientific and
16technological contributions to the state of Louisiana and the United States of America.
17 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Jody
18Singer, deputy center director of the Marshall Space Center.
