HLS 19RS-1305 ORIGINAL 2019 Regular Session HOUSE RESOLUTION NO. 131 BY REPRESENTATIVE FOIL COMMENDATIONS: Commends Philip Tullier on achieving the rank of Eagle Scout 1 A RESOLUTION 2To commend Philip Tullier upon achieving the rank of Eagle Scout. 3 WHEREAS, it is appropriate to commend and celebrate the accomplishments of 4Philip Tullier of Boy Scouts of America Troop 12 on the memorable and historic occasion 5of his attainment to the prestigious rank of Eagle Scout; and 6 WHEREAS, Philip Tullier achieved the status of Eagle Scout on April 6, 2019, 7during a Court of Honor for Troop 12 at Our Lady of Mercy Church in Baton Rouge; he is 8a senior at Catholic High School in Baton Rouge; and 9 WHEREAS, the purpose of Boy Scouts of America, founded on February 8, 1910, 10and chartered by the United States Congress in 1916, is to provide an educational program 11for boys and young adults to build character, to train in the responsibilities of participating 12citizenship, and to develop personal fitness; and 13 WHEREAS, to earn the rank of Eagle Scout, the highest rank in Scouting, a Boy 14Scout must fulfill all requirements of leadership, service, and outdoor skills; an Eagle Scout 15must earn twenty-one merit badges which signify the mastery of Scouting skills, including 16Citizenship in the Community, Citizenship in the Nation, and Citizenship in the World; and 17 WHEREAS, only a small percentage of Boy Scouts attain the Eagle Scout rank; it 18takes a uniquely motivated man to achieve the five important responsibilities of an Eagle 19Scout, which are honor, loyalty, courage, cheer, and service to God and country, and Philip 20Tullier embodies these ideals; and Page 1 of 2 HLS 19RS-1305 ORIGINAL HR NO. 131 1 WHEREAS, presented with his Eagle Scout badge, Philip Tullier joins the ranks of 2such esteemed and respected Eagle Scouts as the Honorable Gerald R. Ford, the thirty-eighth 3president of the United States; Captain James Lovell, the commander of the Apollo 13 space 4flight; Neil Armstrong, the first man to walk on the moon; acclaimed filmmaker Steven 5Spielberg; and Bill Gates, the founder of Microsoft; and 6 WHEREAS, the legacy for the Boy Scouts is indeed a rich one, for it not only 7includes a history of service and proud citizenship which spans a century, but it also includes 8the history of service and singular accomplishments of Philip Tullier, a young man to be 9recognized and commended by future Eagle Scouts and his community for the deep human 10values and genuine spirit of good fellowship that he inspires. 11 THEREFORE, BE IT RESOLVED that the House of Representatives of the 12Legislature of Louisiana does hereby commend and honor Philip Tullier on the historic 13occasion of his attainment to the rank of Eagle Scout; does hereby express utmost gratitude 14and respect for the exemplary strides he has taken as a Scout and a citizen; does hereby 15congratulate Philip Tullier and the members and leaders of Troop 12 as they commemorate 16the significant event of Mr. Tullier's pledge of eternal loyalty to the code of the Eagle Scout; 17and does hereby extend best wishes to Philip Tullier for full measures of happiness and 18success in all of his future endeavors. 19 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Philip 20Tullier.
