COMMENDATIONS: Commends and expresses appreciation to the Honorable Frank A.
Howard for his outstanding legislative service and recognizes his contributions to his
district and the state
1 A RESOLUTION
2To commend the Honorable Frank A. "Frankie" Howard and to express enduring gratitude
3 for his outstanding contributions to the parishes of DeSoto, Natchitoches, Red River,
4 Sabine, and Vernon and the state of Louisiana, particularly during his tenure as a
5 distinguished member of the Louisiana House of Representatives.
6 WHEREAS, Frank A. "Frankie" Howard is a notable public servant who has served
7with excellence as a state representative since taking office in 2008, during which time he
8has fully used every opportunity to serve the citizens of District No. 24 and the state in an
9honorable and dedicated manner; and
10 WHEREAS, Representative Howard matriculated at Louisiana State University's
11Continuing Education Program and the National Sheriff's Institute; and
12 WHEREAS, Representative Howard has been a proud member of the North
13Louisiana Delegation, Republican Delegation, and Rural Caucus, for which he served as a
14member of the executive committee; and
15 WHEREAS, Representative Howard's diligent committee service has included
16serving as a member of the House Committee on Administration of Criminal Justice, the
17House Committee on Agriculture, Forestry, Aquaculture, and Rural Development, and the
18House Committee on Transportation, Highways and Public Works; and
19 WHEREAS, during his time in the House of Representatives, Representative Howard
20has supported many important pieces of legislation; and

1 WHEREAS, Frank A. "Frankie" Howard will forever have a special place in the
2chronicles of the history of Louisiana, for he is one of Louisiana's most outstanding public
3servants; and
4 WHEREAS, as he prepares to embark on the next exciting and productive chapter
5of his life, Representative Howard merits a sincere measure of commendation for his
6singular contributions and the exemplary strides he has taken as a member of the Louisiana
7House of Representatives.
8 THEREFORE, BE IT RESOLVED that the House of Representatives of the
9Legislature of Louisiana does hereby commend the Honorable Frank A. "Frankie" Howard;
10does hereby extend honor and recognition to him for his outstanding accomplishments,
11particularly during his tenure as a member of the Louisiana House of Representatives, which
12has been marked by his uncompromising endeavor to improve the welfare of his constituents
13in the parishes of DeSoto, Natchitoches, Red River, Sabine, and Vernon, and the citizens of
14the state of Louisiana; and does hereby pay tribute to him for the generous and effective way
15in which he has dedicated his intelligence and his energy to the service of his family, friends,
16community, and state.
17 BE IT FURTHER RESOLVED that the Louisiana House of Representatives hereby
18expresses enduring gratitude to Representative Howard for his service to the citizens of
19Louisiana, as evidenced by his superlative achievements as a member of this distinguished
20body, and hereby extends to him the best wishes of all of his colleagues for continued
21prosperity and success in his future endeavors.
22 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
23Honorable Frank A. "Frankie" Howard.
