HOUSE RESOLUTION NO. 183

HORTICULTURE:  Urges and requests the office of state buildings to require that all
employees performing landscaping work on the state capitol grounds attend the
Louisiana Nursery and Landscape Training Course at the LSU AgCenter
1	A RESOLUTION
2To urge and request the office of state buildings to require that all employees performing
3 landscaping work on the historic grounds of the state capitol attend the Louisiana
4 Nursery and Landscape Training Course at the Louisiana State University
5 Agricultural Center.
6 WHEREAS, upon completion of the state capitol in 1932, the state capitol grounds
7were carefully landscaped by the creators of Louisiana's famous Jungle Gardens at Avery
8Island; and
9 WHEREAS, landscaping the ground's twenty-seven acres was a major undertaking
10involving the delivery and planting of over one hundred carloads of trees and plants; and
11 WHEREAS, some of the larger trees were brought from Avery Island and the
12camellias were transplanted from the gardens of antebellum plantations; and
13 WHEREAS, the landscaping was planned based on the appearance of the grounds
14when the young trees and plants reached maturity, and the architects and planners expected
15it to increase in beauty with age; and
16 WHEREAS, the landscaping in Veterans Memorial Park contains clusters of
17evergreens, palms, and a sixty-by-one hundred fifteen-foot rose garden, bordered by a
18pyracantha hedge, in front of the Old Arsenal Museum; and
19 WHEREAS, proper care of these ornamental plants, flowers, and turf is vital to
20preserving the beauty and historical significance of the grounds; and

1 WHEREAS, the improper application of pesticides can lead to unintended
2consequences such as killing plants and animals living nearby; and
3 WHEREAS, it is important that individuals applying pesticides are following best
4practices in order to mitigate any negative environmental impacts; and
5 WHEREAS, in cooperation with the Louisiana Department of Agriculture and
6Forestry and the Louisiana Nursery and Landscape Association, the Louisiana State
7University Agricultural Center offers a horticulture training course covering areas such as
8plant growth and development, pest management, and tree and turfgrass management.
9 THEREFORE, BE IT RESOLVED that the House of Representatives of the
10Legislature of Louisiana does hereby urge and request the office of state buildings to require
11that all employees performing landscaping work on the historic grounds of the state capitol
12attend the Louisiana Nursery and Landscape Training Course at the Louisiana State
13University Agricultural Center.
14 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
15manager of the horticultural division within the office of state buildings.
