HOUSE RESOLUTION NO. 183
BY REPRESENTATIVE NANCY LANDRY
A RESOLUTION
To urge and request the office of state buildings to require that all employees performing
landscaping work on the historic grounds of the state capitol attend the Louisiana
Nursery and Landscape Training Course at the Louisiana State University
Agricultural Center.
WHEREAS, upon completion of the state capitol in 1932, the state capitol grounds
were carefully landscaped by the creators of Louisiana's famous Jungle Gardens at Avery
Island; and
WHEREAS, landscaping the ground's twenty-seven acres was a major undertaking
involving the delivery and planting of over one hundred carloads of trees and plants; and
WHEREAS, some of the larger trees were brought from Avery Island and the
camellias were transplanted from the gardens of antebellum plantations; and
WHEREAS, the landscaping was planned based on the appearance of the grounds
when the young trees and plants reached maturity, and the architects and planners expected
it to increase in beauty with age; and
WHEREAS, the landscaping in Veterans Memorial Park contains clusters of
evergreens, palms, and a sixty-by-one hundred fifteen-foot rose garden, bordered by a
pyracantha hedge, in front of the Old Arsenal Museum; and
WHEREAS, proper care of these ornamental plants, flowers, and turf is vital to
preserving the beauty and historical significance of the grounds; and
WHEREAS, the improper application of pesticides can lead to unintended
consequences such as killing plants and animals living nearby; and
WHEREAS, it is important that individuals applying pesticides are following best
practices in order to mitigate any negative environmental impacts; and

WHEREAS, in cooperation with the Louisiana Department of Agriculture and
Forestry and the Louisiana Nursery and Landscape Association, the Louisiana State
University Agricultural Center offers a horticulture training course covering areas such as
plant growth and development, pest management, and tree and turfgrass management.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby urge and request the office of state buildings to require
that all employees performing landscaping work on the historic grounds of the state capitol
attend the Louisiana Nursery and Landscape Training Course at the Louisiana State
University Agricultural Center.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
manager of the horticultural division within the office of state buildings.
