COMMENDATIONS: Commends Dr. Charles J. Southall, III, on his thirtieth pastoral
anniversary
1 A RESOLUTION
2To commend Dr. Charles J. Southall, III, on the occasion of his thirtieth anniversary as
3 pastor of First Emanuel Baptist Church in Baton Rouge.
4 WHEREAS, called by God to the preaching ministry at the tender age of twenty-one
5in February 1979, Charles Southall, III, preached his first sermon on March 17, 1979; he
6received his license to preach on January 11, 1980, at Lowerlight Baptist Church from his
7father and pastor, Charles Southall; and
8 WHEREAS, the First District Association, under the leadership of Dr. A.P. Fortner,
9ordained Dr. Southall, and he was installed as the seventh pastor of First Emanuel Baptist
10Church by Dr. Morris Burrell and Ideal Missionary Baptist and Educational Association on
11April 24, 1989; and
12 WHEREAS, on September 22, 2015, Dr. Southall was installed as the third president
13of United Baptist Association, Incorporated; and
14 WHEREAS, Dr. Charles Southall, III, is a member of the National Baptist
15Convention, U.S.A., Incorporated, Delgado Foundation, the Louisiana Missionary Baptist
16State Convention, Community Services, Greater New Orleans Faith Based Community
17Development Corporation, Comprehensive Central City Initiative of New Orleans, New
18Orleans Faith Based Initiative, Innocence Project New Orleans, and Greg Monroe
19Foundation; he was appointed by New Orleans Superintendent of Police Shaun Ferguson to
20the New Orleans Police Department Advisory Council; and

1 WHEREAS, with a Holy Spirit-led passion for the people of God, for his community,
2and for lost souls His Master has placed in his path, Dr. Charles J. Southall, III, faithfully
3executes every duty with diligence, and upon the celebration of his thirtieth anniversary as
4pastor of First Emanuel Baptist Church, it is fitting to acknowledge his contributions to his
5congregation, the greater Baton Rouge area, the state, and the nation.
6 THEREFORE, BE IT RESOLVED that the House of Representatives of the
7Legislature of Louisiana does hereby commend Dr. Charles J. Southall, III, upon the
8occasion of his thirtieth pastoral anniversary and does hereby express best hopes and prayers
9for continued fruitful labors in the vineyard of his Lord.
10 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
11Dr. Charles J. Southall, III.
