Bellard, Jr., on his seventieth birthday for his service in health care and his civic service 1 A RESOLUTION 2To commend Milton J. Bellard, Jr., upon his seventieth birthday for more than forty-five 3 years of service in health care and work in his community. 4 WHEREAS, seventy years ago, Milton J. Bellard, Jr., was the first of twelve children 5born to Milton, Sr., and Mildred Bellard; and 6 WHEREAS, Milton's life has been a continuation of firsts: he wrote the grant 7proposal that created Washington Marion Magnet High's school-based health center, the first 8of its kind in Calcasieu Parish; in 1981, he founded and was elected as the first executive 9director of Bayou Comprehensive Health Foundation, Limited; he was a founder, a board 10member, and served several terms as president of the Louisiana Primary Care Association; 11and he was the first African American member of the Louisiana Area Health Education 12Centers and was elected as president; and 13 WHEREAS, Milton Bellard, Jr., was instrumental in developing the federally 14qualified health center policy for the state of Louisiana with Secretary Rose Forrest; he was 15a board member and president for Region VI Southwest Primary Health Care Association, 16which includes Louisiana, Texas, Oklahoma, Arkansas, and New Mexico; and 17 WHEREAS, President Bill Clinton appointed Milton Bellard, Jr., to the National 18Task Force for HIV/AIDS in the Minority Community; and 19 WHEREAS, Milton was the first to introduce telemedicine to the Louisiana 20community heathcare system; in collaboration with Cameron Rural Health Center, Page 1 of 2 HLS 19RS-3172 ORIGINAL HR NO. 212 1telemedicine service between Jennings and Lake Charles became operational under Milton 2Bellard's stewardship; and 3 WHEREAS, the civic service of Milton Bellard, Jr., is notable; he was chosen as 4Calcasieu Parish representative on the board of the Louisiana Black Assembly, where he 5served as a state field officer and was instrumental in the development of Louisiana House 6District No. 34; in 1979, he was named chair of the finance committee of the advisory board 7of Lake Charles Mental Health Center, which has responsibilities for Allen, Cameron, 8Calcasieu, Jefferson Davis, and Beauregard parishes; in 1980 and 1983, Milton Bellard was 9elected as a delegate of the Louisiana Democratic Party from Calcasieu Parish; he also has 10served as president of the Lake Charles NAACP, as a board member of Louisiana Black 11Pages, and as a member of the Legislative Affairs Committee of the Greater Lake Charles 12Chamber of Commerce; and 13 WHEREAS, as he celebrates his seventieth birthday, it is fitting to recognize the 14indelible mark made by Milton J. Bellard, Jr., upon the lives of Lake Charles and Calcasieu 15Parish residents and to herald the good works he has done in seven decades of life. 16 THEREFORE, BE IT RESOLVED that the House of Representatives of the 17Legislature of Louisiana does hereby commend and congratulate Milton J.
