HOUSE RESOLUTION NO. 236
BY REPRESENTATIVES SMITH AND CARPENTER
COMMENDATIONS:  Commends and expresses appreciation to Beverly A. Vincent of
Baton Rouge for eighteen years of highly effective service as a session sergeant-at-
arms for the La. House of Representatives
1	A RESOLUTION
2To commend and express sincere and heartfelt appreciation to Beverly A. Vincent of Baton
3 Rouge for eighteen years of highly effective service as a session sergeant-at-arms.
4 WHEREAS, for eighteen years, Beverly A. Vincent of Baton Rouge has provided
5exemplary service to the Louisiana House of Representatives as a session sergeant-at-arms;
6and
7 WHEREAS, in this important role, Ms. Vincent has served during countless meetings
8of House committees, helping to maintain order and proper protocol under often challenging
9circumstances, ever calm and unflappable no matter how crowded the room, how long the
10proceedings, or how heated the debates; and
11 WHEREAS, from her station outside the House chamber during floor proceedings,
12Ms. Vincent has delivered hundreds if not thousands of notes and messages regarding
13legislation to the one hundred five members of the House, serving as an important conduit
14of communication between constituents, lobbyists, and legislators in the course of House
15business affecting people throughout the state of Louisiana; and 
16 WHEREAS, prior to her public service with the House of Representatives,
17Ms. Vincent had a long career in the field of education; for thirty-five years, she served with
18great distinction as a social studies teacher and librarian in a juvenile corrections setting,
19Scenic High School, which was part of the Louisiana Training Institute (LTI) under the
20Department of Public Safety and Corrections; and

1 WHEREAS, Ms. Vincent was widely respected and admired during her highly
2productive career at LTI and was recognized as the Outstanding Professional in the area of
3librarianship at Scenic High School in 1996; and
4 WHEREAS, Ms. Vincent retired from Scenic High School in March of 2000, and in
5the fall of 2002, she was appointed to the East Baton Rouge Parish School Board to fill an
6unexpired term; she represented District No. 3 with distinction until the next elected member
7took office; and
8 WHEREAS, Ms. Vincent ultimately returned to school service at Brighter Horizon
9School of Baton Rouge, sharing her vast knowledge and expertise as a social studies teacher
10and librarian for ten years; and
11 WHEREAS, Ms. Vincent is an alumna of the Capitol High School Class of 1957,
12graduated from Southern University with a bachelor of science degree, and has been a very
13active member of the community, serving with organizations such as the Louisiana Coalition
14of African American Breast Cancer Survivors, the American Cancer Society's People-to-
15People Involvement Committee, and the Nonpareil Chapter of Top Ladies of Distinction,
16Inc.; and
17 WHEREAS, in their farewell addresses to the House, several state representatives
18have publicly thanked Ms. Vincent from the well for her excellence as a session sergeant-at-
19arms and for her kindness to them personally, demonstrating the positive and lasting impact
20she has had on this institution and its members during the multiple legislative terms she has
21so capably and steadfastly served; and
22 WHEREAS, Beverly A. Vincent merits a special measure of commendation and
23gratitude for her many significant accomplishments and especially for her dedicated service
24to the Louisiana House of Representatives.
25 THEREFORE, BE IT RESOLVED that the House of Representatives of the
26Legislature of Louisiana does hereby commend and express sincere and heartfelt
27appreciation to Beverly A. Vincent of Baton Rouge for eighteen years of highly effective
28service as a session sergeant-at-arms; does hereby recognize and record for posterity the role
29she has played in the vital process of democracy in action; and does hereby extend to her

1enduring thanks for her professionalism and friendship and best wishes for continued
2happiness and success in the future.
3 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
4Beverly A. Vincent.
