COMMENDATIONS: Commends and expresses appreciation to the Honorable Franklin
J. Foil for his outstanding legislative service and recognizes his contributions to his
district and the state
1 A RESOLUTION
2To commend the Honorable Franklin J. Foil and to express enduring gratitude for his
3 outstanding contributions to East Baton Rouge Parish and the state of Louisiana,
4 particularly during his tenure as a distinguished member of the Louisiana House of
5 Representatives.
6 WHEREAS, Franklin J. Foil is a notable public servant who has served with
7excellence as a state representative since taking office in 2008, during which time he has
8fully used every opportunity to serve the citizens of District No. 70 and the state in an
9honorable and dedicated manner; and
10 WHEREAS, Representative Foil earned his bachelor of arts in political science from
11Louisiana State University and juris doctorate from Loyola School of Law; and
12 WHEREAS, Representative Foil has been a proud member of the Capital Region and
13Republican delegations; and
14 WHEREAS, Representative Foil's diligent committee service has included serving
15as the vice-chairman of the House Committee on Appropriations and the House Committee
16on Judiciary, and being a member of the House Committee on Appropriations Subcommittee
17on Public Safety and Corrections, the House Committee on Civil Law and Procedure, the
18House Committee on Commerce, the House Committee on Natural Resources and
19Environment, the House Select Committee on Homeland Security, the Joint Committee on
20Homeland Security, the Joint Legislative Committee on the Budget, and the Special
21Committee on Military and Veterans Affairs; and

1 WHEREAS, during his time in the House of Representatives, Representative Foil has
2authored and supported many important pieces of legislation; and
3 WHEREAS, Franklin Foil will forever have a special place in the chronicles of the
4history of Louisiana, for he is one of Louisiana's most outstanding public servants; and
5 WHEREAS, as he prepares to embark on the next exciting and productive chapter
6of his life, Representative Foil merits a sincere measure of commendation for his singular
7contributions and the exemplary strides he has taken as an exceptional member of the
8Louisiana House of Representatives.
9 THEREFORE, BE IT RESOLVED that the House of Representatives of the
10Legislature of Louisiana does hereby commend the Honorable Franklin J. Foil; does hereby
11extend honor and recognition to him for his outstanding accomplishments, particularly
12during his tenure as a member of the Louisiana House of Representatives, which has been
13marked by his uncompromising endeavor to improve the welfare of his constituents in East
14Baton Rouge Parish and the citizens of the state of Louisiana; and does hereby pay tribute
15to him for the generous and effective way in which he has dedicated his intelligence and his
16energy to the service of his family, friends, community, and state.
17 BE IT FURTHER RESOLVED that the Louisiana House of Representatives hereby
18expresses enduring gratitude to Representative Foil for his service to the citizens of
19Louisiana, as evidenced by his superlative achievements as a member of this distinguished
20body, and hereby extends to him the best wishes of all his colleagues for continued
21prosperity and success in his future endeavors.
22 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
23Honorable Franklin J. Foil.
