HOUSE RESOLUTION NO. 248

COMMENDATIONS:  Commends Angela A. Allen-Bell of the Southern University Law
Center for her achievements as a legal scholar
1	A RESOLUTION
2To commend Angela A. Allen-Bell of the Southern University Law Center for her
3 achievements as a legal scholar.
4 WHEREAS, a 1992 graduate of Northwestern State University, where she earned a
5bachelor of arts degree in political science, Angela A. Allen-Bell graduated from Southern
6University Law Center in 1998; and
7 WHEREAS, after law school, she spent more than a decade working at the First
8Circuit Court of Appeal, serving for nearly ten of those years as a staff attorney and gaining
9expertise in appellate law; and
10 WHEREAS, now serving as an associate professor at her alma mater, the Southern
11University Law Center, she has taught a variety of courses and currently holds the
12prestigious B.K. Agnihotri Endowed Professorship and is the director of the law center's
13Louis A. Berry Institute for Civil Rights and Justice; and 
14 WHEREAS, Professor Bell's contributions as a legal scholar reach beyond the halls
15of the Southern University Law Center; she is widely respected and admired throughout the
16country for her scholarship, particularly in the fields of civil and human rights, social and
17restorative justice, and the interplay between race and justice; notably, her research played
18a significant role in the movement that resulted in the end of nonunanimous juries in
19Louisiana, and she has worked tirelessly on several other historic advocacy campaigns; and
20 WHEREAS,  Professor Bell has also shared her vast knowledge through numerous
21presentations, published writings, and local, state, and international collaborations, her

1submission of testimony to the United States Senate, and many media appearances in the
2United States and beyond; and
3 WHEREAS, Professor Bell serves with distinction as a member of the National
4Black Lawyers-Top 100, the Fellows of the American Bar Foundation, the National Lawyers
5Guild, the American Bar Association, the Louisiana Bar Association, and the Baton Rouge
6Bar Association and also serves her community through various civic activities; and
7 WHEREAS, Professor Bell has been the deserving recipient of several awards and
8recognitions, including the Southern University Law Center Excellence in Research and
9Public Interest Service Award and being chosen as "Favorite Professor"; and 
10 WHEREAS, Angela A. Allen-Bell merits a special measure of commendation for her
11unwavering determination to fight injustice and her commitment to achieving racial and
12social justice in the state of Louisiana and the United States of America.
13 THEREFORE, BE IT RESOLVED that the House of Representatives of the
14Legislature of Louisiana does hereby commend Angela A. Allen-Bell of the Southern
15University Law Center for her achievements as a legal scholar; does hereby recognize and
16record for posterity the tremendous pride and honor that she brings to this state; and does
17hereby extend to her best wishes for continued success in her future endeavors.
18 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
19Angela A. Allen-Bell.
