HOUSE RESOLUTION NO. 248
BY REPRESENTATIVE JORDAN
A RESOLUTION
To commend Angela A. Allen-Bell of the Southern University Law Center for her
achievements as a legal scholar.
WHEREAS, a 1992 graduate of Northwestern State University, where she earned a
bachelor of arts degree in political science, Angela A. Allen-Bell graduated from Southern
University Law Center in 1998; and
WHEREAS, after law school, she spent more than a decade working at the First
Circuit Court of Appeal, serving for nearly ten of those years as a staff attorney and gaining
expertise in appellate law; and
WHEREAS, now serving as an associate professor at her alma mater, the Southern
University Law Center, she has taught a variety of courses and currently holds the
prestigious B.K. Agnihotri Endowed Professorship and is the director of the law center's
Louis A. Berry Institute for Civil Rights and Justice; and 
WHEREAS, Professor Bell's contributions as a legal scholar reach beyond the halls
of the Southern University Law Center; she is widely respected and admired throughout the
country for her scholarship, particularly in the fields of civil and human rights, social and
restorative justice, and the interplay between race and justice; notably, her research played
a significant role in the movement that resulted in the end of nonunanimous juries in
Louisiana, and she has worked tirelessly on several other historic advocacy campaigns; and
WHEREAS,  Professor Bell has also shared her vast knowledge through numerous
presentations, published writings, and local, state, and international collaborations, her
submission of testimony to the United States Senate, and many media appearances in the
United States and beyond; and

WHEREAS, Professor Bell serves with distinction as a member of the National
Black Lawyers-Top 100, the Fellows of the American Bar Foundation, the National Lawyers
Guild, the American Bar Association, the Louisiana Bar Association, and the Baton Rouge
Bar Association and also serves her community through various civic activities; and
WHEREAS, Professor Bell has been the deserving recipient of several awards and
recognitions, including the Southern University Law Center Excellence in Research and
Public Interest Service Award and being chosen as "Favorite Professor"; and 
WHEREAS, Angela A. Allen-Bell merits a special measure of commendation for her
unwavering determination to fight injustice and her commitment to achieving racial and
social justice in the state of Louisiana and the United States of America.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby commend Angela A. Allen-Bell of the Southern
University Law Center for her achievements as a legal scholar; does hereby recognize and
record for posterity the tremendous pride and honor that she brings to this state; and does
hereby extend to her best wishes for continued success in her future endeavors.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Angela A. Allen-Bell.
