ENROLLED 2019 Regular Session HOUSE RESOLUTION NO. 249 BY REPRESENTATIVE JORDAN A RESOLUTION To urge and request the Southern University Law Center to establish a task force to study the effects of the sale of consumer personal information by internet access service providers, social media companies, search engines, or other websites and providers of online services that may collect and sell consumer personal information, and submit its findings in the form of a written report to the House Committee on Commerce no later than sixty days prior to the 2020 Regular Session of the Legislature. WHEREAS, in the age of technology, conducting business online has become standard practice; and WHEREAS, individuals are routinely required to disclose personal information when paying bills, joining online communities, or registering for any service or activity; and WHEREAS, the privacy of personal information is of the utmost importance for financial and personal security; and WHEREAS, many businesses sell consumer information for profit, compromising the privacy of individuals with whom they do business; and WHEREAS, the sale of personal consumer information is a violation of trust and of the consumer's right to privacy. THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby urge and request the Southern University Law Center to establish a task force to study the effects of the sale of consumer personal information by internet access service providers, social media companies, search engines, or other websites and providers of online services that may collect and sell consumer personal information, Page 1 of 2 HR NO. 249 ENROLLED and submit its findings in the form of a written report to the House Committee on Commerce no later than sixty days before the 2020 Regular Session of the Legislature. BE IT FURTHER RESOLVED that the task force shall be comprised of the following members: (1) The chief executive officer of LCTA-The Internet and Television Association or his designee. (2) The chairman of the Louisiana Telecommunications Association or his designee. (3) The president of the Cellular Telecommunications and Internet Association or his designee. (4) The president of the Louisiana Association of Business and Industry or his designee. (5) The chief executive officer of The Pelican Institute for Public Policy or his designee. (6) The executive director of the National Consumer Law Center or his designee. (7) The principal officer of the State Privacy and Security Coalition or his designee. (8) The president of the Baton Rouge Area Chamber or his designee. (9) A representative of the Louisiana National Guard. (10) A representative of the Louisiana State Police. (11) The attorney general of Louisiana or his designee. (12) The secretary of state or his designee. (13) The chancellor of the Southern University Law Center or his designee. (14) The chancellor of the Louisiana State University Paul M. Hebert Law Center or his designee. (15) The executive director of Electronic Frontier Foundation or his designee. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the chancellor of the Southern University Law Center and each entity named to serve on the task force.
