HOUSE RESOLUTION NO. 256

ADMINISTRATION:  Creates a task force on the LaVerify benefit card system
1	A RESOLUTION
2To create a task force to study matters relating to establishing a single-source identification
3 and benefit card system known as LaVerify for prevention of fraud in Medicaid
4 enrollment and Medicaid point-of-service fraud, and to submit to the House of
5 Representatives of the Legislature of Louisiana a written report of findings and
6 recommendations regarding actions necessary for creating and implementing the
7 LaVerify system.
8 WHEREAS, the House of Representatives of the Legislature of Louisiana remains
9concerned about recent audit findings which suggest that enrollment fraud has occurred in
10the Medicaid program of this state; and
11 WHEREAS, also of concern are recent indictments and audit findings involving
12point-of-service Medicaid or medical service fraud committed by medical service providers;
13and
14 WHEREAS, Medicaid fraud drains this state of financial resources and thereby
15diminishes the ability of state government to fund critical operations; and 
16 WHEREAS, fraud, waste, and abuse in Medicaid negatively impact the relationship
17and standing of this state with the federal government and jeopardize potential federal
18funding opportunities; and
19 WHEREAS, Louisiana's fiscal condition may improve if the state implements and
20fully utilizes technology that reduces fraud in Medicaid enrollment and Medicaid point-of-
21service fraud; and

1 WHEREAS, the House of Representatives, as the chamber of this legislature
2responsible for the filing of annual appropriations bills to fund the operating expenses of
3state government, recognizes the importance of fiscal responsibility and governmental
4efficiency and now seeks to study possibilities for reducing duplication in state government
5processes and mandates through the implementation of single-source fraud prevention
6technology; and
7 WHEREAS, point-of-service fraud prevention technology may be of use in different
8applications throughout the agencies and departments of this state, including in the areas of
9law enforcement, security, identification, regulatory compliance, and other functions; and
10 WHEREAS, because there exists an urgent need for a comprehensive review of fraud
11prevention strategies currently used in identifying fraud in Medicaid enrollment and medical
12point-of-service fraud, it is appropriate to call for a study on the benefits of implementing
13a single-source state benefit card system, LaVerify, with point-of-user fraud protection
14technology for the prevention of fraud in Medicaid and other state-funded programs.
15 THEREFORE, BE IT RESOLVED that the House of Representatives of the
16Legislature of Louisiana does hereby create a task force to study matters relating to
17establishing a single-source identification and benefit card system known as LaVerify for
18prevention of fraud in Medicaid enrollment and Medicaid point-of-service fraud.
19 BE IT FURTHER RESOLVED that the task force shall be composed of the
20following members:
21 (1)  The commissioner of administration or his designee.
22 (2)  The secretary of the Louisiana Department of Revenue or his designee.
23 (3)  The secretary of the Louisiana Department of Health or his designee.
24 (4)  The secretary of the Department of Children and Family Services or his
25designee.
26 (5)  The attorney general or his designee.
27 (6)  A member representing LaVerify.
28 BE IT FURTHER RESOLVED that the task force shall convene and hold its first
29meeting on or before August 1, 2019.

1 BE IT FURTHER RESOLVED that at its initial meeting, the members of the task
2force shall elect from their number a chairperson and vice chairperson.
3 BE IT FURTHER RESOLVED that the task force shall submit a report of its
4findings resulting from the study called for in this Resolution to the House of
5Representatives of the Legislature of Louisiana on or before February 1, 2020.
6 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
7commissioner of administration, the secretary of the Louisiana Department of Revenue, the
8secretary of the Louisiana Department of Health, the secretary of the Department of Children
9and Family Services, and the attorney general.
