HOUSE RESOLUTION NO. 263
BY REPRESENTATIVE FOIL
FUNDS/FUNDING:  Urges and requests the House of Representatives to study the
practicality and feasibility of establishing a funding mechanism for public-private
partnership investment in Louisiana infrastructure projects
1	A RESOLUTION
2To urge and request the speaker of the House of Representatives to appoint a committee to
3 study and make recommendations relative to the practicality and feasibility of
4 establishing a funding mechanism for public-private partnership investment in
5 Louisiana infrastructure projects.
6 WHEREAS, the development of public infrastructure projects in Louisiana could
7lead to growth and economic development in this state, relieve traffic congestion, provide
8for the ability of business and industry to compete cost effectively on a regional, national,
9and global scale, and improve the quality of life for the people of this state; and
10 WHEREAS, public revenue, including federal funds, has not kept pace with the
11state's growing infrastructure project needs and alternative and innovative funding sources,
12including public-private partnerships to supplement public revenue sources are necessary;
13and
14 WHEREAS, it is essential to effectively plan and address the fiscal implication of
15funding the state's infrastructure projects and it is in the best interest of this state to promote
16the development of public infrastructure projects that are funded through a partnership of the
17private sector and state and local governmental entities in Louisiana; and 
18 WHEREAS, determining if the establishment of a Public-Private Partnership
19Investment Tax Credit Program to offset any tax imposed by the state, including income and

1corporate franchise taxes, insurance premium taxes, and bank taxes should be considered to
2assist in financing infrastructure projects in this state; and
3 WHEREAS, the House Committee on Ways and Means in hearings during the 2019
4Regular Session of the Legislature heard House Bill No. 607 by Representative Foil that
5proposed to establish an investment program that establishes a tax credit for public-private
6partnership investment in Louisiana infrastructure projects, and discussed and determined
7that it would be appropriate and necessary for a committee to study and make
8recommendations regarding the practicality and feasibility of establishing a funding
9mechanism for public-private partnership investment in Louisiana infrastructure projects;
10and
11 WHEREAS, in conducting such study and making such recommendations, the
12committee should consult with the Department of Transportation and Development, the
13Department of Revenue, the Department of Economic Development, and any other entity
14or individual it deems appropriate.
15 THEREFORE, BE IT RESOLVED that the House of Representatives of the 
16Legislature of Louisiana does hereby urge and request the speaker of the House of
17Representatives to appoint a committee of at least ten members to study and make
18recommendations relative to the practicality and feasibility of establishing a funding
19mechanism for public-private partnership investment in Louisiana infrastructure projects. 
20The committee shall be comprised of the following members:
21 (1)  One member shall be the chair of the House Committee on Ways and Means, or
22his designee.
23 (2)  One member shall be the chair of the House Committee on Transportation,
24Highways and Public Works, or his designee.
25 (3)  One member shall be the secretary of the Department of Transportation and
26Development, or his designee.
27 (4)  One member shall be the secretary of the Department of Revenue, or his
28designee.
29 (5)  One member shall be the secretary of the Department of Economic Development,
30or his designee.

1 (6)  At least five additional members shall be appointed by the speaker of the House
2of Representatives and shall be representatives of industry and community stakeholders.  
3 BE IT FURTHER RESOLVED that the committee shall submit a written report
4detailing the results of its study and its recommendations to the speaker of the House of
5Representatives, the House Committee on Ways and Means, and the House Committee on
6Transportation, Highways and Public Works prior to February 1, 2020.
7 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
8secretary of the Department of Transportation and Development, the secretary of the
9Department of Revenue, and the secretary of the Department of Economic Development.

(1)  The chairman of the House Committee on Ways and Means, or his designee 
(2)  The chairman of the House Committee on Transportation, Highways and Public
Works, or his designee 
(3)  The secretary of the Dept. of Transportation and Development, or his designee.
(4)  The secretary of the Dept. of Revenue, or his designee.
(5)  The secretary of the Dept. of Economic Development, or his designee.
(6)  At least five additional members appointed by the speaker of the House of
Representatives, who shall be representatives of industry and community
stakeholders. 
Requires the committee to submit a report detailing the results of the study and the
recommendations of the committee no later than Feb. 1, 2020.
