HOUSE RESOLUTION NO. 264
BY REPRESENTATIVE FOIL
A RESOLUTION
To commend Colin Raby on being named Eagle Scout of the Year by the American Legion
Department of Louisiana.
WHEREAS, it is appropriate to commend and celebrate the accomplishments of
Colin Raby of Boy Scouts of America Troop 50 in Baton Rouge, Louisiana, on the
memorable and historic occasion of his being named Eagle Scout of the Year by the
American Legion Department of Louisiana; and
WHEREAS, Colin Raby achieved the rank of Eagle Scout with Bronze Palm on
August 14, 2018; and
WHEREAS, to earn the rank of Eagle Scout, the highest rank in Scouting, a Boy
Scout must fulfill all requirements of leadership, service, and outdoor skills; an Eagle Scout
must earn twenty-one merit badges which signify the mastery of Scouting skills, including
Citizenship in the Community, Citizenship in the Nation, and Citizenship in the World; and
WHEREAS, only a small percentage of Boy Scouts attain the Eagle Scout rank; it
takes a uniquely motivated man to achieve the five important responsibilities of an Eagle
Scout, which are honor, loyalty, courage, cheer, and service to God and country, and Colin
Raby embodies these ideals; and
WHEREAS, to achieve a Bronze Palm, one must achieve five additional merit
badges over the twenty-one required for the Eagle Scout rank; and
WHEREAS, for his Eagle Scout project, Colin created an orienteering course at
Highland Park, which is free for public use; and
WHEREAS, his Eagle Scout Court of Honor held on September 23, 2018, included
the presentation of the Bronze Patrick Henry Award from the Military Order of the World

Wars; the Military Order of the World Wars was created in 1919 by General of the Armies
John J. Pershing as a fraternity for American military officers coming out of the Great War;
Colin attended the Military Order of World Wars Huntsville Youth Leadership Conference
at the U.S. Space & Rocket Center in Huntsville, Alabama; and
WHEREAS, Colin Michael Raby is a 2019 honors graduate from University
Laboratory School; and
WHEREAS, Colin Raby, sponsored by the American Legion Boyd-Ewing Post 58,
won the sixth district competition for Eagle Scout of the Year, and he won the American
Legion Department of Louisiana Eagle Scout of the Year; he will now represent Louisiana
at the national level competition.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby commend and honor Colin Raby on the historic
occasion of his being named Eagle Scout of the Year by the American Legion Department
of Louisiana; does hereby express utmost gratitude and respect for the exemplary strides he
has taken as a Scout and a citizen; does hereby congratulate Colin Raby and the members
and leaders of Troop 50 as they commemorate Colin's significant accomplishments; and
does hereby extend best wishes to Colin Raby for success in his competition at the national
level.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Colin
Raby.
