HLS 19RS-2897 ORIGINAL 2019 Regular Session HOUSE RESOLUTION NO. 277 BY REPRESENTATIVE FOIL CONDOLENCES: Expresses condolences on the death of Paul Marks, Jr. 1 A RESOLUTION 2To express the condolences of the House of Representatives upon the death of Paul 3 Marks, Jr., of Baton Rouge. 4 WHEREAS, the members of the House of Representatives were saddened to learn 5of the death on March 8, 2019, of Paul Marks, Jr., of Baton Rouge; he was seventy-six years 6old; and 7 WHEREAS, the oldest of three children born to Dr. Paul L. and Julian Cohn Marks, 8Paul, Jr., rode horses that were stabled by his family at the place in Baton Rouge that is now 9Acadian Thruway near the intersection of the underpass and Interstate 10; his high school 10days were spent in Bell Buckle, Tennessee, at The Webb School, the oldest, continuously 11operating boarding school in the south, where he won the speech contest in his senior year; 12and 13 WHEREAS, Paul Marks, Jr., pledged with Zeta Beta Tau Fraternity during his 14matriculation at Louisiana State University, and in 1965, he earned a bachelor's degree in 15history; as a member of Zeta Beta Tau Fraternity, Paul cared for the university's mascot, 16Mike III, and while he served as the fraternity's representative on LSU's Interfraternity 17Council, Paul met Anne Plauche, to whom he pledged his love; the couple celebrated their 18fifty-second wedding anniversary in 2018; and 19 WHEREAS, Paul Marks, Jr., attended the LSU Paul M. Hebert Law School, where 20he won the Flory Trial competition, was vice chairman of the Moot Court Board, and was Page 1 of 3 HLS 19RS-2897 ORIGINAL HR NO. 277 1commissioned as a first lieutenant in the ROTC; Paul Marks, Jr., graduated from the LSU 2law school in 1969; and 3 WHEREAS, after he passed his bar exam, Paul fulfilled his military commission with 4service in the United States Army, where he was assigned as an instructor at the United 5States Army School Europe at the NATO post in Oberammergau, Germany; he also served 6as a prosecuting attorney in Saigon, Vietnam, was promoted to captain, and was awarded the 7Bronze Star; and 8 WHEREAS, upon completion of his military service, during which he served his 9country with great valor, Mr. Marks, Jr., joined a Baton Rouge law firm and practiced 10insurance defense; he was an adjunct member of the LSU law school faculty from 111978-1983 and was president of the Baton Rouge Bar Association from 1988-1989; when 12he retired from practicing law, Paul worked as a mediator; and 13 WHEREAS, Paul Marks, Jr., treasured the time he spent with his family, and he 14made time for travel and vacations with his loved ones; he also enjoyed going to ball games 15and fine dining and was an avid golfer and exerciser; left to cherish his memory are his wife 16Anne, his sons, Sonny, and his wife Louise, Treanor, and his wife Lisa, and Charles, and his 17wife Francine; his grandchildren and step-grandchildren; his brothers, Marion, and his wife 18Ginger, and Peter, and his wife Mary Katherine; and many other relatives and friends. 19 THEREFORE, BE IT RESOLVED that the House of Representatives of the 20Legislature of Louisiana does hereby express sincerest condolences to the family of Paul 21Marks, Jr., upon his passing; does hereby offer best hopes for comfort and peace to those 22who mourn the loss of this wonderful man; does hereby recognize that his memory shall live 23forever in the minds and hearts of all who knew and loved him; and does hereby extend 24enduring gratitude for the tremendous pride and honor he brought to his family, friends, 25community, state, and nation. 26 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Anne 27Plauche Marks.
