ENROLLED 2019 Regular Session HOUSE RESOLUTION NO. 277 BY REPRESENTATIVE FOIL A RESOLUTION To express the condolences of the House of Representatives upon the death of Paul Marks, Jr., of Baton Rouge. WHEREAS, the members of the House of Representatives were saddened to learn of the death on March 8, 2019, of Paul Marks, Jr., of Baton Rouge; he was seventy-six years old; and WHEREAS, the oldest of three children born to Dr. Paul L. and Julian Cohn Marks, Paul, Jr., rode horses that were stabled by his family at the place in Baton Rouge that is now Acadian Thruway near the intersection of the underpass and Interstate 10; his high school days were spent in Bell Buckle, Tennessee, at The Webb School, the oldest, continuously operating boarding school in the south, where he won the speech contest in his senior year; and WHEREAS, Paul Marks, Jr., pledged with Zeta Beta Tau Fraternity during his matriculation at Louisiana State University, and in 1965, he earned a bachelor's degree in history; as a member of Zeta Beta Tau Fraternity, Paul cared for the university's mascot, Mike III, and while he served as the fraternity's representative on LSU's Interfraternity Council, Paul met Anne Plauche, to whom he pledged his love; the couple celebrated their fifty-second wedding anniversary in 2018; and WHEREAS, Paul Marks, Jr., attended the LSU Paul M. Hebert Law School, where he won the Flory Trial competition, was vice chairman of the Moot Court Board, and was commissioned as a first lieutenant in the ROTC; Paul Marks, Jr., graduated from the LSU law school in 1969; and WHEREAS, after he passed his bar exam, Paul fulfilled his military commission with service in the United States Army, where he was assigned as an instructor at the United States Army School Europe at the NATO post in Oberammergau, Germany; he also served Page 1 of 2 HR NO. 277 ENROLLED as a prosecuting attorney in Saigon, Vietnam, was promoted to captain, and was awarded the Bronze Star; and WHEREAS, upon completion of his military service, during which he served his country with great valor, Mr. Marks, Jr., joined a Baton Rouge law firm and practiced insurance defense; he was an adjunct member of the LSU law school faculty from 1978-1983 and was president of the Baton Rouge Bar Association from 1988-1989; when he retired from practicing law, Paul worked as a mediator; and WHEREAS, Paul Marks, Jr., treasured the time he spent with his family, and he made time for travel and vacations with his loved ones; he also enjoyed going to ball games and fine dining and was an avid golfer and exerciser; left to cherish his memory are his wife Anne; his sons, Sonny, and his wife Louise, Treanor, and his wife Lisa, and Charles, and his wife Francine; his grandchildren and step-grandchildren; his brothers, Marion, and his wife Ginger, and Peter, and his wife Mary Katherine; and many other relatives and friends. THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby express sincerest condolences to the family of Paul Marks, Jr., upon his passing; does hereby offer best hopes for comfort and peace to those who mourn the loss of this wonderful man; does hereby recognize that his memory shall live forever in the minds and hearts of all who knew and loved him; and does hereby extend enduring gratitude for the tremendous pride and honor he brought to his family, friends, community, state, and nation.
