Urges and requests the Dept. of Transportation and Development to reconsider the standard
specifications for certain construction techniques and procedures.
Requires that the Dept. of Transportation and Development report to the Senate and House
committees on transportation, highways and public works and to the member of the House of
Representatives who represents House District No. 14 on or before Dec. 31, 2019.
