COMMENDATIONS: Commends the Louisiana Legislative Auditor for earning three top
awards from the National Legislative Program Evaluation Society
1 A RESOLUTION
2To commend the Louisiana Legislative Auditor for earning three top awards from the
3 National Legislative Program Evaluation Society for its body of work over the past
4 four years.
5 WHEREAS, the National Legislative Program Evaluation Society (NLPES) is
6associated with the National Conference of State Legislatures; its purpose is to advance the
7professions of legislative program evaluation and performance auditing, and to provide
8members with relevant training, opportunities for exchanging ideas and information, and
9recognition of superior performances; and
10 WHEREAS, the Louisiana Legislative Auditor received the Excellence in Evaluation
11Award, presented to one legislative audit office nationwide that has made significant
12contributions to legislative program evaluation or performance auditing over a four-year
13period; and
14 WHEREAS, between January 2015 and December 2018, the legislative auditor's
15performance audit services produced eighty-one audits covering numerous government
16programs and topics including state water systems, child care regulation, secure care juvenile
17justice facilities, statewide sexual harassment policies, management of state lands, tax
18credits, state bond practices, and multiple areas within the Medicaid program; these reports
19contained three hundred fifty recommendations to various agencies and forty-two matters
20for legislative consideration; and

1 WHEREAS, the Louisiana Legislative Auditor also received the Excellence in
2Research Methods Award, which is given to legislative audit offices using exemplary
3research methods in an evaluation or audit report; and
4 WHEREAS, the legislative auditor's performance audit services was recognized for
5innovative methodology developed to evaluate the Louisiana State Bond Commission's
6oversight of local government bond issuance costs; and
7 WHEREAS, the Louisiana Legislative Auditor was awarded an NLPES Certificate
8of Impact, presented to legislative audit offices whose evaluation or audit report resulted in
9documented public policy changes, program improvements, dollar savings, or other public
10impacts; the Certificate of Impact was awarded for the legislative auditor's March 2017
11report, "Louisiana Public Service Commission–Water Rates in Louisiana", which evaluated
12whether rates charged by governmental water systems were high enough to cover their
13expenses, and whether the Louisiana Public Service Commission approved water rates for
14private water systems in a timely manner.
15 THEREFORE, BE IT RESOLVED that the House of Representatives of the
16Legislature of Louisiana does hereby commend the Louisiana Legislative Auditor for its
17professionalism, innovation, and dedication to the betterment of the state and does hereby
18express congratulations for the national recognition the staff has received from the National
19Legislative Program Evaluation Society for its work.
20 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to Daryl
21G. Purpera, Louisiana Legislative Auditor.
