HOUSE RESOLUTION NO. 49
BY REPRESENTATIVE HOFFMANN
SPECIAL DAY/WEEK/MONTH:  Designates April 17, 2019, as Louisiana Primary Care
Association Day at the state capitol and commends LPCA
1	A RESOLUTION
2To designate Wednesday, April 17, 2019, as Louisiana Primary Care Association Day at the
3 state capitol and to commend the Louisiana Primary Care Association for more than
4 three decades of service to the citizens of Louisiana.
5 WHEREAS, the Louisiana Primary Care Association, or LPCA,  was established as
6a non-profit organization and as the trade association for all of the Federally Qualified
7Health Centers, or FQHC's, throughout the state; and
8 WHEREAS, the LPCA provides primary care services, including services pertaining
9to dental care and behavioral health, to uninsured and underserved populations throughout
10the state of Louisiana; and
11 WHEREAS, the LPCA stresses the importance of healthcare access; and
12 WHEREAS, the LPCA is a membership organization of thirty-six community health
13centers that operate over two hundred sixty sites throughout the state; and
14 WHEREAS, the LPCA is governed by a six-person executive committee and a thirty-
15six person board of directors, and is staffed by sixteen employees, all of whom are
16committed to the goal of providing healthcare access to all Louisiana citizens; and
17 WHEREAS, over the past year, the LPCA's community-based health centers have
18delivered healthcare to over 460,000 patients in over 1.5 million visits; and
19 WHEREAS, while providing innovative and cost-efficient care, Louisiana's
20community health centers maintain the highest standards in quality and patient satisfaction;

1 WHEREAS, the LPCA's network of providers exerts a tremendous economic impact
2on the state, and has created more than five thousand jobs, generated $86 million in tax
3revenue, and has produced $352 million in direct spending; and
4 WHEREAS, the LPCA's use of the FQHC model has led to $801 million in savings
5to the healthcare system and $584 million in savings to Medicaid, and has generated $70
6million in local, state, and federal tax revenues; and
7 WHEREAS, the LPCA's community health centers emphasize wellness and
8preventative care and offer screening for cervical and colorectal cancer, weight assessment
9and screening, tobacco cessation programs, and immunizations; and
10 WHEREAS, the LPCA also places a special emphasis on offering comprehensive
11care and management of chronic diseases; and
12 WHEREAS, the LPCA's healthcare facilities are woven deeply into the fabric of their
13communities, and they participate in outreach and communication efforts as they strive to
14eliminate the disparities in patient care associated with race, ethnicity, or socioeconomic
15status.
16 THEREFORE, BE IT RESOLVED that the House of Representatives of the
17Legislature of Louisiana does hereby recognize Wednesday, April 17, 2019, as Louisiana
18Primary Care Association Day at the state capitol and hereby commends the Louisiana
19Primary Care Association for more than three decades of service to the citizens of Louisiana.
20 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
21to the executive committee of the Louisiana Primary Care Association.
