HOUSE RESOLUTION NO. 63
BY REPRESENTATIVE MIKE JOHNSON
A RESOLUTION
To commend Mallory Byrd upon being named the 2019 Elementary School Student of the
Year by the Louisiana Department of Education and to recognize her extraordinary
accomplishments.
WHEREAS, it is with great pride that the House of Representatives recognizes the
exceptional intelligence and boundless energies of Mallory Byrd, an outstanding fifth grade
student at Hayden R. Lawrence Upper Elementary School in Deville, Louisiana, who has
demonstrated excellence in academic achievement, artistic talent, community service, good
character, and civic duty; and
WHEREAS, the Louisiana Department of Education annually selects one student
from the elementary, middle, and high school grades of public and non-public schools from
a list of twenty-one regional finalists based on criteria that measure academic achievement,
leadership skills, character, and service to the student's school and community; each regional
finalist must submit a portfolio and complete a written composition on the day of the award
ceremony, and an independent selection committee interviews the finalists and evaluates
their communication and critical thinking skills; from the elementary school grade level,
Mallory Byrd was chosen and received the honor of being named 2019 Elementary School
Student of the Year at the Louisiana State Museum on April 11, 2019; and
WHEREAS, Mallory is the oldest of the seven children of Warren and Jennifer Byrd
of Pineville, and she attends the same school both her parents attended; Mallory has made
indelible marks both in and outside of the classroom; and
WHEREAS, Mallory participates in the gifted and talented academic and visual arts
programs and maintains a 4.0 GPA; her artwork has won awards and been featured in area
museums; and

WHEREAS, Mallory is president of the 4-H Club at her school; she is in her sixth
year as a piano student and assists the preschool music class at Hayden R. Lawrence Upper
Elementary School; Mallory also sings in the children's choir at her church, performs solos
for musicals, and carols at nursing homes; and
WHEREAS, other extracurricular activities Mallory enjoys include gymnastics and
soccer; she serves her community through Operation Christmas Child, which provides boxes
of toys to children in need; she volunteers at the foster care closet; and
WHEREAS, reading is one of Mallory's favorite hobbies, and she visits her local
library to peruse books and participate in the many programs the library offers to the
community; and
WHEREAS, Mallory helps her neighbors in the care of their horses and spends time
exploring her ancestry; her appreciation of experiments and the hands-on learning
opportunities offered by teachers at Hayden R. Lawrence Upper Elementary School have
inspired her to consider her future career path as a science teacher; and
WHEREAS, Mallory Byrd is a talented scholar, a gifted artist, and a civic-minded
citizen who demonstrates a commitment to excellence that is commendable in a person of
her youth, and she is most deserving of the title she has earned as 2019 Elementary School
Student of the Year.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby commend and congratulate Mallory Byrd upon being
named 2019 Louisiana Elementary School Student of the Year; does hereby recognize her
contributions to the betterment of her school and community; does hereby extend to her
enduring appreciation for the tremendous pride and honor she brings to her family, friends,
school, city, parish, and state; and does hereby express best wishes for continued success in
her future endeavors.
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to Mallory Byrd.
