HLS 19RS-2746 ORIGINAL 2019 Regular Session HOUSE STUDY REQUEST NO. 3 BY REPRESENTATIVE LEGER ELDERLY: Requests a study and compilation of projected future demand and state expenditures for state-provided long-term support and services for the elderly and persons with adult-onset disabilities 1 A STUDY REQUEST 2To the House Committee on Appropriations, or a subcommittee thereof, to study and 3 compile projected future demand and expenditures for state-provided long-term 4 support and services for the elderly and persons with adult-onset disabilities, and to 5 report its findings to the House of Representatives prior to the convening of the 2020 6 Regular Session. 7 WHEREAS, The state of Louisiana faces a serious challenge when it comes to 8providing the long-term support and services needed as the Baby Boomers retire and age; 9and 10 WHEREAS, the next generation of elderly is likely to need a higher volume and 11broader range of long-term services than prior generations; and 12 WHEREAS, current state funding is inadequate to meet the current demand with 13thousands of persons on waiting lists for support and services provided by the state of 14Louisiana; and 15 WHEREAS, adding to the challenge, more non-elderly adults will also increase 16demand for state-provided long-term support and services due to disabilities or chronic 17illnesses; and 18 WHEREAS, determining the gap between the projected state-provided support and 19service resources and future demand for resources by the state of Louisiana is essential to 20effectively plan and address the fiscal implication of meeting that demand; and Page 1 of 3 HLS 19RS-2746 ORIGINAL HSR NO. 3 1 WHEREAS, determining the size of the gap for state-provided support and services 2resources requires estimating three separate trends: demographics of the population, 3expected state service utilization, and the cost of services provided by the state of Louisiana. 4 THEREFORE, the House of Representatives of the Legislature of Louisiana requests 5the House Committee on Appropriations, or a subcommittee thereof, to study and compile 6projections on future demand and expenditures for state-provided long-term support and 7services for the elderly and persons with adult-onset disabilities and to report its findings to 8the House of Representatives prior to the convening of the 2020 Regular Session. 9 THEREFORE, the House of Representatives of the Legislature of Louisiana further 10requests the House Committee on Appropriations, or a subcommittee thereof, to study and 11compile at a minimum the following: 12 (1) Expected growth in the elderly and adult-onset disability population needing 13state services between July 1, 2019, and July 1, 2030. 14 (2) Expected need for long-term support and services, provided by the state of 15Louisiana, within the elderly and adult-onset disability population, based on trends in health 16status. 17 (3) Expected state service usage, based on factors such as current trends in service 18settings and future availability of informal caregiver support. 19 (4) Expected future costs by the state of Louisiana, including legally-mandated 20increases in provider rates, legally-mandated provider costs such as overtime pay, and trends 21in direct care wages and other costs. 22 THEREFORE, in undertaking the study, the House Committee on Appropriations, 23or a subcommittee thereof, may seek input from various agencies and organizations and may 24request research, documents, or data, conduct public hearings, and take any other actions it 25deems necessary to carry out its functions.
