Provides relative to the annual appropriation for the councils on aging. (8/1/19) 1 AN ACT 2 To amend and reenact R.S. 46:1606(A) and (B)(1), relative to the annual appropriation for 3 the councils on aging; to provide for an increase in the minimum appropriation; to 4 provide for an increase to the maximum allocation; and to provide for related 5 matters. 6 Be it enacted by the Legislature of Louisiana: 7 Section 1. R.S. 46:1606(A) and (B)(1) are hereby amended and reenacted to read as 8 follows: 9 ยง1606. Annual appropriation 10 A. The legislature shall appropriate to the office of elderly affairs, for 11 distribution by the executive director of the office to the various voluntary parish 12 councils on aging, funds sufficient to allocate to each parish council two dollars and 13 fifty cents for each person sixty years or older who is a resident of the parish as 14 shown by the latest official census estimate or thirty-seven thousand five hundred 15 one hundred thousand dollars, whichever is greater. The office of elderly affairs 16 shall include funds in their annual budget request for increases in funding based on 17 the number of elderly as estimated in the above census. SB NO. 174 SLS 19RS-320 ENGROSSED 1 foregoing, such total annual appropriation shall be for a minimum of two million 2 seven hundred seventy-six thousand eight hundred six million nine hundred 3 thousand dollars. For Fiscal Year 2017-2018 and each year thereafter, there shall be 4 a maximum allocation of one hundred thousand dollars to any one parish council on 5 aging pursuant to this Subsection unless additional funds are appropriated for that 6 purpose. 7 B.(1) Funds appropriated by the legislature pursuant to Subsection A of this 8 Section shall be distributed by the executive director of the office of elderly affairs 9 and shall be allocated to each parish council in an amount equal to two dollars and 10 fifty cents for each resident of the parish age sixty years or older, as shown by the 11 latest official estimate approved by the United States Bureau of the Census, or thirty- 12 seven thousand five hundred one hundred thousand dollars, whichever is greater. 13 The sums so allocated shall be distributed quarterly during the first thirty days of 14 each quarter of the fiscal year. DIGEST SB 174 Engrossed 2019 Regular Session Johns Present law provides for an annual appropriation for the councils on aging. Present law provides for an allocation of $2.50 per person age 60 or older in the parish based on the latest official census estimate. Proposed law retains present law. Present law provides for a minimum allocation per parish in the amount of $37,500. Proposed law increases the per parish minimum from $37,500 to $100,000. Present law provides for a total minimum annual appropriation for the councils on aging in the amount of $2,776,800. Proposed law increases the total minimum annual appropriation from $2,776,800 to $6,900,000. Proposed law removes provision providing a maximum allocation for any one parish council on aging of $100,000 unless additional funds are appropriated. Effective August 1, 2019.
