COASTAL PROTECT/RES AUTH.  Provides with respect to the membership of the Coastal
Protection and Restoration Authority Board. (gov sig)
1	AN ACT
2 To amend and reenact R.S. 49:214.5.1(B)(13), (14), and (15) and to enact R.S.
3 49:214.5.1(16), relative to the Coastal Protection and Restoration Authority Board;
4 to provide for its membership; to add a member; and to provide for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 49:214.5.1(B)(13), (14), and (15) are hereby amended and reenacted
7 and R.S. 49:214.5.1(16) is hereby enacted to read as follows: 
8 ยง214.5.1. Coastal Protection and Restoration Authority Board

10	B. The Coastal Protection and Restoration Authority Board shall consist of
11 the following members:

13	(13) The speaker of the House of Representatives, or his designee, who shall
14 serve as an ex officio member who shall not have the authority to vote and who shall
15 not be counted for purposes of a quorum.
16	(14) The president of the Senate, or his designee, who shall serve as an ex
17 officio member who shall not have the authority to vote and who shall not be

1 counted for purposes of a quorum.
2	(15) The lieutenant governor or his designee.
3	(16) Any member of the board who represents a political subdivision shall
4 recuse himself from deliberations and from voting on any matter concerning the
5 taking of action against that political subdivision for lack of compliance with the
6 plan.

8 Section 2.  This Act shall become effective upon signature by the governor or, if not
9 signed by the governor, upon expiration of the time for bills to become law without signature
10 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
11 vetoed by the governor and subsequently approved by the legislature, this Act shall become
12 effective on the day following such approval.

Present law provides for the membership of the Coastal Protection and Restoration Authority
Board.
Present law provides that the speaker of the House of Representatives and the president of
the Senate or their designees serve as ex officio members and have no authority to vote and
do not count for purposes of a quorum.
Proposed law removes these limitations.
Proposed law adds the lieutenant governor or his designee as a member of the board. 
Effective upon signature of the governor or lapse of time for gubernatorial action.
(Amends R.S. 49:214.5.1(B)(13), (14), and (15); adds R.S. 49:214.5.1(16))
