HORSE RACING.  Restricts the number of conflicting race meeting dates between certain
race tracks. (gov sig)
1	AN ACT
2 To amend and reenact R.S. 4:148, relative to the holding, conducting, and operating of race
3 meets; to provide certain limitations on conflicting dates between race tracks; and
4 to provide for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 4:148 is hereby amended and reenacted to read as follows:
7 ยง148.  Rules, regulations and conditions
8	A. The commission shall make rules, regulations and conditions for the
9 holding, conducting and operating of all race tracks, race meets and races held in this
10 state and for the conduct of the racing industry of this state under this Part.  Special
11 rules, regulations and conditions may be promulgated separately for thoroughbred
12 racing and for quarter horse racing.  Said rules, regulations and conditions shall be
13 consistent with this Part and provide for and deal with all matters necessary to the
14 holding of such race meetings.
15	B. The commission shall not license more than thirty-two days of
16 conflicting race meeting dates between the licensed eligible facilities in Bossier
17 Parish and St. Landry Parish and between the licensed eligible facilities in

1 Orleans Parish and Calcasieu Parish.
2 Section 2. This Act shall become effective upon signature by the governor or, if not
3 signed by the governor, upon expiration of the time for bills to become law without signature
4 of the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
5 vetoed by the governor and subsequently approved by the legislature, this Act shall become
6 effective on the day following such approval.

Present law requires the Louisiana State Racing Commission to make rules, regulations, and
conditions for race meets held in this state.
Proposed law prohibits the commission from licensing more than 32 days of conflicting race
meeting dates between Louisiana Downs and Evangeline Downs and between the
Fairgrounds and Delta Downs.
Effective upon signature of the governor or lapse of time for gubernatorial action.
