CONSERVATION. Adds Ascension Parish to the Capital Area Groundwater Conservation

1 AN ACT
2 To amend and reenact R.S. 38:3071(B), 3072(A), and the introductory paragraph of
3 3074(A), relative to the Capital Area Groundwater Conservation District; to add
4 Ascension Parish to the district; to provide for the board of commissioners of the
5 district; to add a member from Ascension Parish to the board of commissioners; and
6 to provide for related matters.
7 Notice of intention to introduce this Act has been published.
8 Be it enacted by the Legislature of Louisiana:
9 Section 1. R.S. 38:3071(B), 3072(A), and the introductory paragraph of 3074(A) are
10 hereby amended and reenacted to read as follows:
11 §3071. Legislative finding; purpose

13 B. It is the purpose of this part to provide for the efficient administration,
14 conservation, orderly development and supplementation of groundwater resources
15 by the establishment of a groundwater conservation district composed of the parishes
16 of Ascension, East Baton Rouge, East Feliciana, Pointe Coupee, West Baton Rouge,
17 and West Feliciana.

1 §3072. District and board; creation
2 A. There is hereby created the Capital Area Groundwater Conservation
3 District, hereinafter called "district," which shall be a body politic and corporate and
4 a political subdivision of the state of Louisiana and shall be composed of the parishes
5 of Ascension, East Baton Rouge, East Feliciana, Pointe Coupee, West Baton Rouge,
6 and West Feliciana.

8 §3074. Board of commissioners; appointments; tenure; replacement; compensation
9 A. The Members of the board of commissioners shall consist of seventeen
10 members who shall be appointed by the governor. Each appointment by the governor
11 shall be submitted to the Senate for confirmation. The members shall be appointed
12 as follows:

Present law establishes the Capital Area Groundwater Conservation District (district)
composed of the parishes of East Baton Rouge, East Feliciana, Pointe Coupee, West Baton
Rouge, and West Feliciana.
Proposed law adds Ascension Parish to the district.
Present law provides for 17 members on the board of commissioners for the district.
Proposed law removes the requirement for 17 members to be on the board of commissioners.
Effective August 1, 2019.
