SENATE BILL NO. 43

SCHOOLS.  Provides for student input in the annual review of high school crisis
management and response plans. (gov sig)
1	AN ACT
2 To amend and reenact R.S. 17:416.16(B), relative to school crisis management and response
3 plans; to provide for student input in the annual review of such plans for high
4 schools; and to provide for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 17:416.16(B) is hereby amended and reenacted to read as follows: 
7 ยง416.16. School crisis management and response plans

9	B.(1) Each public school principal, jointly with local law enforcement, fire,
10 public safety, and emergency preparedness officials, shall review the plan at least
11 once annually and shall revise the plan as necessary. In reviewing and revising the
12 plan, the principal and such officials shall consider and include input, if appropriate,
13 from students enrolled in the school and their parents, teachers at the school, other
14 school employees, and community leaders. Each principal shall submit such plan in
15 writing to the local school superintendent for approval at least once annually,
16 including upon each revision.
17	(2) Notwithstanding the provisions of Paragraph (1) of this Subsection,

1 when conducting the annual review of the crisis management and response plan
2 for a high school, the school principal shall seek and consider input from the
3 students enrolled in the school who shall be represented in the review process
4 by either the president of the senior class or the president of the student council
5 and at least one other responsible student selected by the principal.
6	(3) The superintendent shall make an annual report to the public school
7 governing authority on the status of the plan of each school under the governing
8 authority's jurisdiction.

10 Section 2.  This Act shall become effective upon signature by the governor or, if not
11 signed by the governor, upon expiration of the time for bills to become law without signature
12 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
13 vetoed by the governor and subsequently approved by the legislature, this Act shall become
14 effective on the day following such approval.

Present law requires each public school principal to jointly prepare a school crisis and
management and response plan with local law enforcement, fire, public safety, and
emergency preparedness officials. Further provides that the school principal and designated
officials shall consider and include input from students, parents, teachers, other school
employees, and community leaders, if appropriate.
Proposed law retains present law.
Present law requires each public school principal, local law enforcement, fire, public safety,
and emergency preparedness officials to jointly review the plan at least once a year and
