DIGEST SB 43 Engrossed 2019 Regular Session Appel Present law requires each public school principal to jointly prepare a school crisis and management and response plan with local law enforcement, fire, public safety, and emergency preparedness officials. Further provides that the school principal and designated officials shall consider and include input from students, parents, teachers, other school employees, and community leaders, if appropriate. Proposed law retains present law. Present law requires each public school principal, local law enforcement, fire, public safety, and emergency preparedness officials to jointly review the plan at least once a year and revise the plan as necessary. Further provides that when reviewing and revising the plan, the school principal and designated officials shall consider and include input from students, parents, teachers, other school employees, and community leaders, if appropriate. Proposed law retains present law but provides that, notwithstanding present law, when conducting the annual review of the crisis management and response plan for a high school, the school principal shall seek and consider input from the students enrolled in the school who shall be represented by either the president of the senior class, or the president of the student council, and at least one other responsible student selected by the principal. Effective upon signature of the governor or lapse of time for gubernatorial action.
