1 AN ACT
2 To amend and reenact Section 2(a) of Act 305 of the 1978 Regular Session of the
3 Legislature as amended by Act No. 572 of the 1984 Regular Session of the
4 Legislature, Act No. 1013 of the 1993 Regular Session of the Legislature, and Act
5 No. 1174 of the 1997 Regular Session of the Legislature, relative to the board of
6 commissioners for the Ernest N. Morial-New Orleans Exhibition Authority; to add
7 an additional member to the board of commissioners; to provide for residency
8 requirements of the member; and to provide for related matters.
9 Notice of intention to introduce this Act has been published.
10 Be it enacted by the Legislature of Louisiana:
11 Section 1. Section 2(a) of Act 305 of the 1978 Regular Session of the Legislature
12 as amended by Act No. 572 of the 1984 Regular Session of the Legislature, Act No. 1013
13 of the 1993 Regular Session of the Legislature, and Act No. 1174 of the 1997 Regular
14 Session of the Legislature is hereby amended and reenacted to read as follows:

16 Section 2.(a). The authority shall be governed by a board of commissioners,
17 hereinafter called the "board", which shall be composed of twelve thirteen appointed

1 members. Three members shall be appointed by the governor. One member shall be
2 appointed by the mayor of the city of New Orleans with the consent of the council
3 of the city of New Orleans. One member shall be appointed by the governor from a
4 list of three names submitted by the New Orleans Restaurant Association. Two
5 members shall be appointed by the governor, who shall be persons that reside within
6 the territorial limits of the authority. One member shall be appointed by the governor
7 from a list of three names submitted by the Greater New Orleans Hotel and Motel
8 Association. One member shall be appointed by the mayor of the city of New
9 Orleans from a list of three names submitted by the Greater New Orleans Tourist and
10 Convention Commission with the consent of the council of the city of New Orleans.
11 One member shall be appointed by the mayor of the city of New Orleans from a list
12 of three names submitted by the Chamber-New Orleans and the River Region with
13 the consent of the council of the city of New Orleans. One member shall be
14 appointed by the governor who shall be a resident of the legislative district in which
15 the Ernest N. Morial Convention Center is located, and who shall be selected by the
16 state representative and state senator from that district. One member shall be
17 appointed by the governor, who shall reside on the Westbank of Orleans Parish
18 and shall have experience or a background in tourism, hospitality, or business,
19 from a list of three names submitted by the state representative and the state
20 senator who represent the Westbank of Orleans Parish. From the names
21 remaining on the list of the various aforesaid organizations, the governor shall select
22 and appoint one of them as a member of the authority and who shall also serve as its
23 president. Except as provided in the Subsection, all persons who are appointed to the
24 board shall be residents of or have their principal place of business in the parish of
25 Orleans.

27 Section 2. This Act shall become effective upon signature by the governor or, if not
28 signed by the governor, upon expiration of the time for bills to become law without signature
29 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If

1 vetoed by the governor and subsequently approved by the legislature, this Act shall become
2 effective on the day following such approval.

Present law provides for a 12-member board of commissioners for the Ernest N. Morial-New
Orleans Exhibition Hall Authority. Present law further provides that the board be composed
as follows:
(1)Three members appointed by the governor.
(2)One member appointed by the mayor of the city of New Orleans with the consent of
the council of the city of New Orleans.
(3)One member appointed by the governor from a list of three names submitted by the
New Orleans Restaurant Association.
(4)Two members appointed by the governor, who shall be persons that reside within the
territorial limits of the authority.
(5)One member appointed by the governor from a list of three names submitted by the
Greater New Orleans Hotel and Motel Association.
(6)One member appointed by the mayor of the city of New Orleans from a list of three
names submitted by the Greater New Orleans Tourist and Convention Commission
with the consent of the council of the city of New Orleans.
(7)One member appointed by the mayor of the city of New Orleans from a list of three
names submitted by the Chamber-New Orleans and the River Region with the
consent of the council of the city of New Orleans.
(8)One member appointed by the governor who shall be a resident of the legislative
district in which the Ernest N. Morial Convention Center is located, and who shall
be selected by the state representative and state senator from that district.
(9)One member appointed by the governor from the names remaining on the list of the
various aforesaid organizations who shall also serve as its president.
Present law provides that except as otherwise provided, all persons who are appointed to the
board must be residents of, or have their principal place of business in, the parish of Orleans.
Proposed law retains present law but adds an additional member to the board to be appointed
by the governor. Provides that the additional member be a resident of the Westbank of
Orleans Parish who shall have experience or a background in tourism, hospitality, or
business and be selected from a list of three names submitted by the state representative and
state senator who represent the Westbank of Orleans Parish.
Proposed law increases the number of members on the board of commissioners from 12
members to 13 members.
Effective upon signature of the governor or lapse of time for gubernatorial action.
