[R.S. 1:13(B) and 24:177(E)] SB 72 Engrossed 2019 Regular Session Carter Present law creates the Ernest N. Morial-New Orleans Exhibition Hall Authority. The purpose of the exhibition hall authority is to acquire, construct, reconstruct, extend, improve, maintain, and operate projects within the city of New Orleans in order to promote the economic growth and development of the city and its neighboring parishes. Present law provides for a board of commissioners to govern the exhibition hall authority appointed as follows: (1)The following appointments by the governor: (a)Three members at large. (b)One member from a list of three names submitted by the New Orleans Restaurant Assoc. (c)Two members who reside within the territorial limits of the authority. (d)One member from a list of three names submitted by the Greater New Orleans Hotel and Motel Assoc. (e)One member who is a resident of the legislative district in which the Ernest N. Morial Convention Center-New Orleans is located and who is selected by the state representative and state senator from that district. (2)The following appointments by the mayor of New Orleans: (a)One member at large. (b)One member from a list of three names submitted by Greater New Orleans Tourist and Convention Commission. (c)One member from a list of three names submitted by the Chamber-New Orleans and the River Region. (3)From the names remaining on the lists from the various nominating organizations, the governor shall select and appoint one member who shall also serve as the board's president. Proposed law provides for an additional member to be appointed by the governor from nominations submitted by the state representative who represents House District No. 102 and the state senator who represents Senate District No. 7. Requires that the additional member be a resident of the Westbank of Orleans Parish and have experience or a background in tourism, hospitality, or business. Otherwise retains present law. Proposed law provides for incorporation of proposed law into the La. Revised Statutes of 1950 if HB 617 of this 2019 R.S. becomes law. Effective upon signature of governor or lapse of time for gubernatorial action.
