Washington upon his appointment as director of the United States Marshals Service. 1 A CONCURRENT RESOL UTION 2 To commend and congratulate Donald W. Washington upon his appointment as director of 3 the United States Marshals Service within the United States Department of Justice. 4 WHEREAS, Donald W. Washington was nominated by President Donald Trump on 5 October 2, 2018, confirmed by the United States Senate on March 14, 2019, and sworn in 6 as the eleventh director of the United States Marshals Service (USMS) on March 29, 2019, 7 in Shreveport, Louisiana; and 8 WHEREAS, this auspicious occasion occurred at the federal courthouse with the 9 Honorable Carl E. Stewart, Chief Judge of the U. S. Court of Appeals, Fifth Circuit, 10 administering the oath and the Honorable S. Maurice "Maury" Hicks Jr., Chief Judge of the 11 United States District Court of the Western District of Louisiana, presiding; and 12 WHEREAS, on April 11, 2019, Director Washington was sworn in again during the 13 ceremonial installation service at USMS headquarters in Arlington, Virginia, the oath of 14 office was administered by Deputy Attorney General Rod Rosenstein of the United States 15 Department of Justice; and 16 WHEREAS, USMS is the oldest federal law enforcement agency in America, 17 Donald Washington comes well-qualified to direct this force of more than 5,000 employees 18 with offices in every federal district across the United States and its territories; and Page 1 of 3 SCR NO. 105 SLS 19RS-435 ORIGINAL 1 WHEREAS, Director Donald Washington comes well-qualified for this role with a 2 distinguished and lengthy record of service in the military, in law enforcement, and in the 3 juristic sector; and 4 WHEREAS, Director Washington first served his country after graduation from the 5 United States Military Academy at West Point, where he earned a Bachelor of Science 6 degree in mechanical engineering; he then entered military service as an Air Defense 7 Artillery Officer and served both on active duty and in the U.S. Army Reserve; and 8 WHEREAS, he attended the South Texas College of Law in Houston, Texas, and 9 received his Juris Doctor degree; he worked in both corporate and private practice, litigating 10 issues such as tort, criminal, commercial, and business law along with cases of employment 11 discrimination; and 12 WHEREAS, Donald Washington was employed by ConocoPhillips, Inc. and held 13 engineering, business, and law positions with the multinational energy corporation including 14 service as chief counsel for the ConocoPhillips Gulf of Mexico Division; and 15 WHEREAS, in 2001, President George W. Bush appointed Mr. Washington as a U.S. 16 Attorney for the Western District of Louisiana which encompassed forty-two parishes in its 17 federal jurisdiction; and 18 WHEREAS, he served on several advisory committees in the Department of Justice, 19 as well as service on subcommittees on anti-terrorism, civil rights, controlled substances, and 20 Native American/Bureau of Indian Affairs issues; and 21 WHEREAS, his vast experience led to appointment as chairman of the Southeastern 22 U.S. Organized Crime Drug Enforcement Task Force, the agency is charged with the 23 disruption of major drug trafficking and related crimes, such as money laundering, tax and 24 weapon violations, and violent crime; and 25 WHEREAS, Donald Washington is a strong supporter of his community and his state 26 with service on various boards, including the Public Affairs Research Council of Louisiana, 27 the Community Foundation of Acadiana, the University of Louisiana-Lafayette Foundation, 28 the Girl Scouts of Louisiana-Pines to the Gulf Council, and the Home Bank of Lafayette; and 29 WHEREAS, Donald Washington will provide the leadership, integrity, and respect 30 that the United States Marshals Service deserves and will perform whatever challenging Page 2 of 3 SCR NO. 105 SLS 19RS-435 ORIGINAL 1 tasks that his position requires with honor and integrity; and 2 WHEREAS, Director Donald Washington possesses the expertise, experience, and 3 personal qualities necessary to continue to serve and protect the nation's citizenry in the 4 pursuit of justice. 5 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 6 congratulate Donald W. Washington upon the occasion of his appointment as director of the 7 United States Marshals Service within the United States Department of Justice. 8 BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby 9 commend Director Donald Washington on the immense pride that his exceptional public 10 service brings to the state of Louisiana. 11 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to 12 Donald Washington, Director of the United States Marshals Service, United States 13 Department of Justice.
