SLS 19RS-2332 ORIGINAL 2019 Regular Session SENATE CONCURRENT RESOL UTION NO. 123 BY SENATOR MARTINY TELECOMMUNICATIONS. Creates a task force to develop and plan a tabletop exercise that tests and strengthens the infrastructure required to combat cyber threats. 1 A CONCURRENT RESOL UTION 2 To establish the Task Force on Cyber Incident and Response to develop a tabletop exercise 3 in which the state and private entities can test and strengthen the existing 4 infrastructure to combat cyber threats and attacks and improve ongoing 5 communication procedures. 6 WHEREAS, cybersecurity threats are constant and criminals consistently target 7 computer networks, thereby increasing the number and exigent danger of cybersecurity 8 breaches; and 9 WHEREAS, many of today's activities are increasingly dependent on information 10 systems, electronic devices, and data networks; and 11 WHEREAS, vulnerabilities constantly emerge, and as a result, security risks are 12 increasing in number, frequency, and impact; and 13 WHEREAS, other states have recently experienced attacks that resulted in energy 14 outages and network shutdowns of state agencies; and 15 WHEREAS, Louisiana must be prepared to respond to cybersecurity threats, in part, 16 by developing a partnership between private entities and public bodies; and 17 WHEREAS, the proposed tabletop exercise will consist of a simulated incident that 18 requires a partnership between the participating state agencies and private partners to address Page 1 of 4 SCR NO. 123 SLS 19RS-2332 ORIGINAL 1 and neutralize the cyber threat, as well as minimize any damage to private citizens, 2 businesses, and state infrastructure; and 3 WHEREAS, the members of the Legislature of Louisiana believe that a tabletop 4 exercise that focuses on strengthening a critical infrastructure response to cyber attacks will 5 benefit both private entities and the state in the ongoing battle against cybercrime; and 6 WHEREAS, with the current budget deficit, the funding necessary to plan and 7 conduct this exercise will require innovation and advance planning on behalf of the task 8 force. 9 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 10 create the Task Force on Cyber Incident and Response to strengthen its existing 11 infrastructure and defense. 12 BE IT FURTHER RESOLVED that the task force shall be comprised of the 13 following sixteen members: 14 (1) The chairman of the House Committee on Commerce or his designee. 15 (2) The chairman of the Senate Committee on Commerce, Consumer Protection, and 16 International Affairs or his designee. 17 (3) The executive director of the Stephenson Disaster Management Institute - 18 Louisiana State University or his designee. 19 (4) The executive director of the Louisiana Business Emergency Operations Center 20 or his designee. 21 (5) The executive director of the Governor's Office of Homeland Security or his 22 designee. 23 (6) The executive director of the Cyber Innovation Center or his designee. 24 (7) The director of business intelligence at Louisiana Economic Development or his 25 designee. 26 (8) The president of the Louisiana Association of Business and Industry or his 27 designee. 28 (9) The Louisiana attorney general or his designee. 29 (10) The chairman of the Louisiana Chemical Association or his designee. 30 (11) The chairman of the Louisiana Mid-Continent Oil and Gas Association or his Page 2 of 4 SCR NO. 123 SLS 19RS-2332 ORIGINAL 1 designee. 2 (12) The president of the Baton Rouge Area Chamber or his designee. 3 (13) The director of the Louisiana State Analytical Fusion Exchange or his designee. 4 (14) The special agent in charge of the New Orleans field office of the Federal 5 Bureau of Investigation or his designee. 6 (15) The superintendent of Louisiana State Police or his designee. 7 (16) The adjutant general of the Louisiana Army National Guard or his designee. 8 BE IT FURTHER RESOLVED that the executive director of the Cyber Innovation 9 Center and the executive director of the Louisiana Business Emergency Operations Center 10 shall be jointly responsible for designating, delegating, and managing the duties of the task 11 force, and shall convene its first meeting no later than October 1, 2019, at which time the 12 task force shall adopt rules of procedure, a work and planning schedule, and develop any 13 additional measures that it deems necessary for the timely performance of its duties, 14 including selection of officers. 15 BE IT FURTHER RESOLVED that the members of this task force shall serve 16 without compensation, except per diem or expense reimbursement to which they may be 17 individually entitled to as members of the constituent organizations. 18 BE IT FURTHER RESOLVED that the task force shall submit a written report of 19 its findings and recommendations, along with a fiscal plan for the exercise, to the House 20 Committee on Commerce and the Senate Committee on Commerce, Consumer Protection, 21 and International Affairs no later than February 1, 2020. 22 BE IT FURTHER RESOLVED that the report shall include a proposed budget for 23 the exercise, the source of funding for the exercise, a date for the exercise, a list of proposed 24 participants, and a location for the exercise. 25 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 26 Stephenson Disaster Management Institute - Louisiana State University, the Louisiana 27 Business Emergency Operations Center, the Governor's Office of Homeland Security, the 28 Cyber Innovation Center, Louisiana Economic Development, the Louisiana Association of 29 Business and Industry, the Louisiana Attorney General, the Louisiana Chemical Association, 30 the Louisiana Mid-Continent Oil and Gas Association, the Baton Rouge Area Chamber, the Page 3 of 4 SCR NO. 123 SLS 19RS-2332 ORIGINAL 1 Louisiana State Analytical Fusion Exchange, the New Orleans Field Office of the Federal 2 Bureau of Investigation, Louisiana State Police, and the Louisiana Army National Guard.
