Lombard upon being inducted into the Louisiana Political Hall of Fame. 1 A CONCURRENT RESOL UTION 2 To commend Edwin A. Lombard upon being inducted into the Louisiana Political Hall of 3 Fame. 4 WHEREAS, Edwin Lombard was born in New Orleans, Louisiana, and graduated 5 from Xavier University Preparatory School in New Orleans; and 6 WHEREAS, he was one of the first African American admitted to Tulane University 7 in New Orleans, where he was a Rockefeller Scholar and earned his Bachelor of Arts degree; 8 and 9 WHEREAS, Edwin Lombard attended Southern University Law School in Baton 10 Rouge and Loyola University New Orleans College of Law in Louisiana, where he was a 11 Roosevelt Fellow and earned his Juris Doctor (J.D.); and 12 WHEREAS, in 1973, after being admitted to the Louisiana State Bar, Edwin 13 Lombard was elected as clerk of the Orleans Parish Criminal District Court, becoming one 14 of the youngest African American elected officials for Orleans Parish; and 15 WHEREAS, also in 1973, he was selected as the Chief Election Officer for Orleans 16 Parish, becoming the first African American to hold this position in the South, serving until 17 2003; and 18 WHEREAS, in January 2003, Edwin Lombard was elected to the Fourth Circuit Page 1 of 2 SCR NO. 53 SLS 19RS-784 ORIGINAL 1 Court of Appeal in which he is currently serving; and 2 WHEREAS, he was awarded the George W. Crockett Jr. Lifetime Achievement 3 Award by the National Bar Association in 2012; and 4 WHEREAS, Edwin Lombard has been active in elections throughout the world, 5 including Indonesia, South Africa, and the 1995 Dayton Peace Accords to end the war in 6 Bosnia and Herzegovina; and 7 WHEREAS, Edwin Lombard founded the African-American Congress at Tulane, 8 which has served the needs of African American students at Tulane for over forty years; and 9 WHEREAS, Edwin Lombard has devoted a lifetime of service championing 10 principles that are so essential to the ideas of American democracy; and 11 WHEREAS, the Louisiana Political Hall of Fame was created in 1987 by the 12 Louisiana State Legislature to highlight the careers of the state's leading politicians and 13 political journalists; and 14 WHEREAS, Edwin A. Lombard, as a 2019 Louisiana Political Hall of Fame 15 inductee, was inducted on February 23, 2019. 16 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 17 commend and congratulate Edwin A. Lombard upon his induction into the Louisiana 18 Political Hall of Fame. 19 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to 20 Edwin A. Lombard.
