2019 Regular Session ENROLLED SENATE CONCURRENT RESOL UTION NO. 53 BY SENATOR LONG A CONCURRENT RESOL UTION To commend Edwin A. Lombard upon being inducted into the Louisiana Political Hall of Fame. WHEREAS, Edwin Lombard was born in New Orleans, Louisiana, and graduated from Xavier University Preparatory School in New Orleans; and WHEREAS, he was one of the first African Americans admitted to Tulane University in New Orleans, where he was a Rockefeller Scholar and earned his Bachelor of Arts; and WHEREAS, Edwin Lombard attended Southern University Law School in Baton Rouge and Loyola University New Orleans College of Law in Louisiana, where he was a Roosevelt Fellow and earned his Juris Doctor; and WHEREAS, in 1973, after being admitted to the Louisiana State Bar, Edwin Lombard was elected as clerk of the Orleans Parish Criminal District Court, becoming one of the youngest African-American elected officials for Orleans Parish; and WHEREAS, also in 1973, he was selected as the Chief Election Officer for Orleans Parish, becoming the first African American to hold this position in the South, serving until 2003; and WHEREAS, in January 2003, Edwin Lombard was elected to the Fourth Circuit Court of Appeal in which he is currently serving; and WHEREAS, he was awarded the George W. Crockett Jr. Lifetime Achievement Award by the National Bar Association in 2012; and WHEREAS, Edwin Lombard has been active in elections throughout the world, including Indonesia, South Africa, and the 1995 Dayton Peace Accords to end the war in Bosnia and Herzegovina; and WHEREAS, Edwin Lombard founded the African-American Congress at Tulane, Page 1 of 2 SCR NO. 53 ENROLLED which has served the needs of African-American students at Tulane for over forty years; and WHEREAS, Edwin Lombard has devoted a lifetime of service championing principles that are so essential to the ideas of American democracy; and WHEREAS, the Louisiana Political Hall of Fame was created in 1987 by the Louisiana State Legislature to highlight the careers of the state's leading politicians and political journalists; and WHEREAS, Edwin A. Lombard, as a 2019 Louisiana Political Hall of Fame inductee, was inducted on February 23, 2019. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby commend and congratulate Edwin A. Lombard upon his induction into the Louisiana Political Hall of Fame.
