Requests the Coastal Protection and Restoration Authority and the Department of Transportation and Development to determine what monies, state or federal, are available for flood control projects in the coastal zone or coastal area, and in the area outside the coastal area. 1 A CONCURRENT RESOL UTION 2 To urge and request the Coastal Protection and Restoration Authority and the Department 3 of Transportation and Development, to determine what monies, state or federal, are 4 available for flood control projects in the coastal zone or coastal area, and in the area 5 outside of the coastal area. 6 WHEREAS, the Coastal Protection and Restoration Authority (CPRA) is responsible 7 for the implementation and enforcement of the master plan and annual plan and must 8 implement the integration of flood control projects in accordance with the master plan and 9 annual plans; and 10 WHEREAS, the master plan and annual plan are for integrated coastal protection 11 projects in the coastal area; and 12 WHEREAS, the coastal area is defined as "The Louisiana Coastal Zone and 13 contiguous areas subject to storm or tidal surge and the area comprising the Louisiana 14 Coastal Ecosystem as defined in Section 7001 of P. L. 110-114"; and 15 WHEREAS, the Statewide Flood Control Program and the Flood Control Project 16 Evaluation Committee are placed within the Department of Transportation and 17 Development; and 18 WHEREAS, the purpose of the Statewide Flood Control Program is to reduce Page 1 of 2 SCR NO. 71 SLS 19RS-670 ORIGINAL 1 existing flood damages by providing guidance and public funds to build flood control 2 infrastructure. 3 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 4 urge and request the Coastal Protection and Restoration Authority and the Department of 5 Transportation and Development to determine what monies, state or federal, are available 6 for flood control projects in the coastal zone or coastal area, and in the area outside of the 7 coastal area, and to report their findings to the Senate Committee on Finance and the House 8 Committee on Appropriations not later than February 3, 2020. 9 BE IT FURTHER RESOLVED that the report shall include a current list of flood 10 control projects, including a description and location of the projects, the amount of money 11 dedicated to each project, and the source of funding for each project. 12 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 13 executive director of the Coastal Protection and Restoration Authority and the secretary of 14 the Department of Transportation and Development.
