SENATE CONCURRENT RESOL UTION NO. 71
BY SENATORS WHITE, BARROW, CHABERT, CLAITOR, COLOMB, CORTEZ,
ERDEY, FANNIN, GATTI, HENSGENS, HEWITT, JOHNS,
LAMBERT, LONG, LUNEAU, MILKOVICH, MILLS, MIZELL,
PEACOCK, PRICE, RISER, GARY SMITH, JOHN SMITH, TARVER,
THOMPSON, WALSWORTH AND WARD 
COASTAL PROTECT/RES AUTH.  Requests the Coastal Protection and Restoration
Authority and the Department of Transportation and Development to determine what
monies, state or federal, are available for flood control projects in the coastal zone or coastal
area, and in the area outside the coastal area.
1	A CONCURRENT RESOL UTION
2 To urge and request the Coastal Protection and Restoration Authority and the Department
3 of Transportation and Development to determine what monies, state or federal, are
4 available for flood control projects in the coastal zone or coastal area, and in the area
5 outside of the coastal area.
6 WHEREAS, pursuant to R.S. 49:214.6.1 et seq., the Coastal Protection and
7 Restoration Authority is responsible as the implementation and enforcement arm of the
8 Coastal Protection and Restoration Authority Board for implementation and enforcement of
9 the state's master plan for integrated coastal protection and the annual plans for integrated
10 coastal protection to protect, conserve, enhance, and restore the coastal area through the
11 construction and management of integrated coastal protection projects and programs which
12 plans are defined in R.S. 49:214.2; and
13 WHEREAS, the Coastal Protection and Restoration Authority shall implement the
14 integration of hurricane protection, storm damage reduction, flood control, infrastructure,
15 and coastal protection and restoration efforts in accordance with the master plan and annual
16 plans; and
17 WHEREAS, the coastal area is defined as "The Louisiana Coastal Zone and
18 contiguous areas subject to storm or tidal surge and the area comprising the Louisiana

1 Coastal Ecosystem as defined in Section 7001 of P. L. 110-114"; and
2 WHEREAS, pursuant to R.S. 38:90.1 et seq., the Statewide Flood Control Program
3 and the Flood Control Project Evaluation Committee are placed within the Department of
4 Transportation and Development; and
5 WHEREAS, the purpose of the Statewide Flood Control Program is to reduce
6 existing flood damages by providing guidance and public funds to build flood control
7 infrastructure.
8 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
9 urge and request the Coastal Protection and Restoration Authority and the Department of
10 Transportation and Development to determine what monies, state or federal, are available
11 for flood control projects in the coastal zone or coastal area, and in the area outside of the
12 coastal area, and to report their findings to the Senate Committee on Finance and the House
13 Committee on Appropriations not later than February 3, 2020.
14 BE IT FURTHER RESOLVED that the report shall include a current list of flood
15 control projects, including a description and location of the projects, the amount of money
16 dedicated to each project, and the source of funding for each project.
17 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
18 executive director of the Coastal Protection and Restoration Authority and the secretary of
19 the Department of Transportation and Development.
