SENATE CONCURRENT RESOL UTION NO. 71
BY SENATORS WHITE, BARROW, CHABERT, CLAITOR, COLOMB, CORTEZ,
ERDEY, FANNIN, GATTI, HENSGENS, HEWITT, JOHNS,
LAMBERT, LONG, LUNEAU, MILKOVICH, MILLS, MIZELL,
PEACOCK, PRICE, RISER, GARY SMITH, JOHN SMITH, TARVER,
THOMPSON, WALSWORTH AND WARD 
A CONCURRENT RESOL UTION
To urge and request the Coastal Protection and Restoration Authority and the Department
of Transportation and Development to determine what monies, state or federal, are
available for flood control projects in the coastal zone or coastal area, and in the area
outside of the coastal area.
WHEREAS, pursuant to R.S. 49:214.6.1 et seq., the Coastal Protection and
Restoration Authority is responsible as the implementation and enforcement arm of the
Coastal Protection and Restoration Authority Board for implementation and enforcement of
the state's master plan for integrated coastal protection and the annual plans for integrated
coastal protection to protect, conserve, enhance, and restore the coastal area through the
construction and management of integrated coastal protection projects and programs which
plans are defined in R.S. 49:214.2; and
WHEREAS, the Coastal Protection and Restoration Authority shall implement the
integration of hurricane protection, storm damage reduction, flood control, infrastructure,
and coastal protection and restoration efforts in accordance with the master plan and annual
plans; and
WHEREAS, the coastal area is defined as "The Louisiana Coastal Zone and
contiguous areas subject to storm or tidal surge and the area comprising the Louisiana
Coastal Ecosystem as defined in Section 7001 of P. L. 110-114"; and
WHEREAS, pursuant to R.S. 38:90.1 et seq., the Statewide Flood Control Program
and the Flood Control Project Evaluation Committee are placed within the Department of
Transportation and Development; and

WHEREAS, the purpose of the Statewide Flood Control Program is to reduce
existing flood damages by providing guidance and public funds to build flood control
infrastructure.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
urge and request the Coastal Protection and Restoration Authority and the Department of
Transportation and Development to determine what monies, state or federal, are available
for flood control projects in the coastal zone or coastal area, and in the area outside of the
coastal area, and to report their findings to the Senate Committee on Finance and the House
Committee on Appropriations not later than February 3, 2020.
BE IT FURTHER RESOLVED that the report shall include a current list of flood
control projects, including a description and location of the projects, the amount of money
dedicated to each project, and the source of funding for each project.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
executive director of the Coastal Protection and Restoration Authority and the secretary of
the Department of Transportation and Development.
