SENATE CONCURRENT RESOL UTION NO. 82
BY SENATORS PRICE AND LAMBERT AND REPRESENTATIVES BACALA,
BERTHELOT, BRASS AND SCHEXNAYDER 
COMMENDATIONS.  Commends Expert Maintenance & Construction Services, LLC, and
its president, James J. Moore, on being named the Minority Small Business Champion of the
Year for Louisiana.
1	A CONCURRENT RESOL UTION
2 To commend and congratulate Expert Maintenance & Construction Services, LLC, and its
3 president, James J. Moore, on being named the 2019 Minority Small Business
4 Champion of the Year by the U.S. Small Business Administration Louisiana District.
5 WHEREAS, starting with only two employees, James J. Moore grew Expert
6 Maintenance & Construction Services, LLC (EMCS) to eighty-five employees, as EMCS'
7 client list and services offered grew because of the company's reputation for completing
8 projects on time and on budget; and 
9 WHEREAS, in addition to having an 8(a) certification, EMCS also has DBE
10 certifications from Louisiana, Texas, and Mississippi and has completed projects on a
11 multistate level with projects in Louisiana, South Carolina, Kansas, Missouri, and Texas
12 with offices in all five states; and 
13 WHEREAS, EMCS has worked on a variety of projects ranging from commercial
14 office buildings, retail and entertainment facilities, levees, parking lots, highways, drainage
15 systems, and rest areas for governmental entities - federal, state, and local - in addition to
16 private entities, including projects with FEMA, USDA, USACE, South Carolina Weapons
17 Base, and Whiteman Air Force Base in Missouri; and 
18 WHEREAS, in 2011, EMCS revenue totaled $120,000; in 2012, $1.6 million; in

1 2013, $1.9 million; in 2014, over $3 million; in 2015, over $11 million; 2016, $12.5 million,
2 and in 2017, $17 million, and the increase in revenue and the subsequent profit has afforded
3 EMCS the opportunity and capability to obtain work and fund work independently and
4 without reliance on other financial resources; and
5 WHEREAS, EMCS president James J. Moore was one of five children to a single
6 mother, is the only child to attend college, and has had many personal challenges, including
7 the loss of a child; and 
8 WHEREAS, a husband, father, businessman, community leader, and mentor to about
9 seven companies, he gives unselfishly of his time, know-how, and resources, and, in spite
10 of having a demanding schedule, manages to work with each protégé company individually;
11 and 
12 WHEREAS, a man of enormous integrity, Mr. Moore knows success isn't given, but
13 earned, believes in paying it forward, and has established a scholarship program for all four
14 Ascension Parish high schools totaling $500 at each school; and
15 WHEREAS, he is a role model and mentor to his protégés and several young men
16 in the community, who constantly emphasizes that being a business owner is not for the
17 wary and the road is not always easy, however, with determination, dedication, and a
18 willingness to learn, that is the beginning to understanding how to run a business; and
19 WHEREAS, James J. Moore is more than his business - he created the Ascension
20 Minority Business Association to allow minorities the chance to learn more about business
21 opportunities through networking and gaining information, and he is associated with the
22 Ascension Fair Association, an organization that promotes community giving back to
23 community and assisting with mentoring children in school, helping the elderly and
24 handicapped with projects, and the Ascension Community Advisory Panel, an organization
25 that promotes communication between industry and community members; and 
26 WHEREAS, EMCS mentorship of the proteges addresses issues of corporate growth,
27 project finance, technical assistance management techniques (such as budget and scheduling
28 of construction projects), as well as change order negotiation; and
29 WHEREAS, the U.S. Small Business Administration Louisiana District selected
30 EMCS as the 2019 Minority Small Business Champion of the Year in recognition of hard

1 work, innovative ideas, and dedication to community which have developed an outstanding
2 business that has strengthened the state's economy; and 
3 WHEREAS, the success of the state of Louisiana, the strength of our communities,
4 and the overall vitality of American society depend, in great measure, upon businesses such
5 as EMCS which provide jobs, products, and services that improve the quality of life of
6 Louisiana citizens and people like James J. Moore, who has devoted his life to community
7 development through promoting entrepreneurship and empowering businesses and
8 individuals.
9 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
10 commend and congratulate Expert Maintenance & Construction Services, LLC, and its
11 president, James J. Moore, on being named the 2019 Minority Small Business Champion of
12 the Year by the U.S. Small Business Administration Louisiana District.
13 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
14 James J. Moore.
