SENATE CONCURRENT RESOL UTION NO. 96
BY SENATORS HEWITT AND FANNIN 
BUDGET PROCEDURE.  Urges and requests the Revenue Estimating Conference to
consider including all dedicated funds and fees and self-generated revenues in the projection
of money available for appropriation in the long-range forecast.
1	A CONCURRENT RESOL UTION
2 To urge and request the Revenue Estimating Conference to consider including all dedicated
3 funds and fees and self-generated revenues in the projection of money available for
4 appropriation in each fiscal year in the five year baseline budget projection,
5 commonly referred to as the long-range forecast.
6 WHEREAS, pursuant to a vote of the electorate in 1990, the Louisiana Constitution
7 did establish the Revenue Estimating Conference, hereinafter the "conference", to provide
8 that the conference shall prepare and publish initial and revised estimates of money to be
9 received by the state general fund and dedicated funds for the current and next fiscal years
10 which are available for appropriation; and
11 WHEREAS, in 1992, state law was amended to provide that a five-year baseline
12 budget projection, commonly known as the long-range forecast, should be established to
13 provide state policymakers with a financial tool against which to gauge revenue and
14 expenditure proposals; and
15 WHEREAS, state law provides that the conference shall determine the revenues to
16 be used in the long-range forecast by establishing the official forecast for the current year,
17 the official forecast for the ensuing fiscal year, and a projection of money available for
18 appropriation in each fiscal year for the three-year period following the ensuing fiscal year;

2 WHEREAS, the conference includes in the official forecast for the current and
3 ensuing fiscal years an estimate of the amount of certain dedicated funds and fees, by
4 agency, and certain self-generated revenues; and
5 WHEREAS, the conference does not include all dedicated funds nor fees and self-
6 generated revenues in their projections of money available for appropriation in each fiscal
7 year for the three-year period following the ensuing fiscal year; and 
8 WHEREAS, the legislature desires that the conference include the amount of fees
9 and self-generated revenues estimated to be received, by agency, and all dedicated funds to
10 be included in the conference's projection of money available for appropriation in each fiscal
11 year for the three-year period following the ensuing fiscal year, commonly known as the
12 long-range forecast.
13 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
14 urge and request the Revenue Estimating Conference to consider including fees and self-
15 generated revenues and all dedicated funds in the conference's projection of money available
16 for appropriation in each fiscal year for the three-year period following the ensuing fiscal
17 year, commonly known as the long-range forecast.
18 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
19 members of the Revenue Estimating Conference for their consideration.
