SENATE RESOLUTION NO. 106
BY SENATOR CARTER 
COMMENDATIONS.  Commends Judge Edwin A. Lombard for being inducted into the
Louisiana Political Hall of Fame.
1	A RESOLUTION
2 To commend and congratulate Judge Edwin A. Lombard upon being inducted into the
3 Louisiana Political Hall of Fame.
4 WHEREAS, Judge Edwin Lombard of Louisiana's Fourth Circuit Court of Appeals
5 in New Orleans, Louisiana, was born in New Orleans and graduated from Xavier University
6 Preparatory School in New Orleans; and 
7 WHEREAS, he was one of the first African American admitted to Tulane University
8 in New Orleans, where he was a Rockefeller Scholar and earned his Bachelor of Arts degree;
9 and
10 WHEREAS, Edwin A. Lombard attended Southern University Law School in Baton
11 Rouge and Loyola University New Orleans College of Law, where he was a Roosevelt
12 Fellow and earned his Juris Doctor in 1970; and
13 WHEREAS, in 1973, after being admitted to the Louisiana State Bar, he was elected
14 as clerk of the Orleans Parish Criminal District Court, becoming one of the youngest African
15 American elected officials in the parish; and
16 WHEREAS, also in 1973, Edwin A. Lombard was selected as the Chief Election
17 Officer for Orleans Parish, becoming the first African American to hold this position in the
18 South, serving until 2003; and

1 WHEREAS, in January 2004, Edwin Lombard was elected to the Fourth Circuit
2 Court of Appeals and continues to serve on the court; and 
3 WHEREAS, he was awarded the George W. Crockett Jr. Lifetime Achievement
4 Award by the National Bar Association in 2012; and
5 WHEREAS, Edwin Lombard has been active in elections throughout the world,
6 including Indonesia, South Africa, and the 1995 Dayton Peace Accords to end the war in
7 Bosnia and Herzegovina; and 
8 WHEREAS, he founded the African-American Congress at Tulane, which has served
9 the needs of African-American students at Tulane for over forty years; and
10 WHEREAS, Edwin Lombard has devoted a lifetime of service championing
11 principles that are so essential to the ideals of American democracy and serves as an
12 inspiration to his fellow citizens for the vital contributions he has made in his career of
13 highly effective public service and his unforgettable contributions to the state, nation, and
14 world; and
15 WHEREAS, the Louisiana Political Hall of Fame was created in 1987 by the
16 Louisiana State Legislature to highlight the careers of the state's leading politicians and
17 political journalists; and 
18 WHEREAS, Edwin A. Lombard was inducted into the Louisiana Political Hall of
19 Fame on February 23, 2019. 
20 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
21 commend and congratulate Edwin A. Lombard upon his induction into the Louisiana
22 Political Hall of Fame.
23 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
24 Edwin A. Lombard.
