Landry Sr. on receiving the Living Legend Award from the Greater Southwest Louisiana Black Chamber of Commerce at its 19 th Annual Trailblazer & Scholarship Gala. 1 A RESOLUTION 2 To commend Representative Terry C. Landry Sr. on receiving the Living Legend Award 3 from the Greater Southwest Louisiana Black Chamber of Commerce at its 19th 4 Annual Trailblazer & Scholarship Gala. 5 WHEREAS, the Greater Southwest Louisiana Black Chamber of Commerce 6 (GSLBCC) is an organization structured to economically empower and sustain 7 African-American communities through entrepreneurship and capitalistic activity within the 8 community; and 9 WHEREAS, it envisions a community of friendly, interdependent relationships with 10 diverse cultural, economic, and educational opportunities to create an unparalleled quality 11 of life; and 12 WHEREAS, the GSLBCC serves the parishes of Acadia, Allen, Assumption, 13 Beauregard, Calcasieu, Cameron, Evangeline, Iberia, Jefferson Davis, Lafayette, Lafourche, 14 St. James, St. Landry, St. Martin, St. Mary, Terrebonne, and Vermilion; and 15 WHEREAS, it is a nonprofit organization based in Lafayette, Louisiana, organized 16 to advance and protect the general welfare and prosperity of African-American owned 17 businesses throughout southwest Louisiana; and 18 WHEREAS, Representative Terry C. Landry Sr. was presented the Living Legend Page 1 of 4 SR NO. 135 SLS 19RS-1651 ORIGINAL 1 Award at the GSLBCC 19th Annual Trailblazer & Scholarship Gala on May 3, 2019, at the 2 Cajundome Convention Center in Lafayette, Louisiana; and 3 WHEREAS, Representative Landry is a native of New Iberia, Louisiana, and has 4 dedicated his life to serving and protecting his community, state, and country; and 5 WHEREAS, he proudly joined and served his country in the United States Army and 6 is a Vietnam Veteran; and 7 WHEREAS, Representative Landry was accepted into the Louisiana State Police 8 Academy in 1977 and served in various positions, including commander of the Crime 9 Laboratory, Investigative Support Section, Gaming Enforcement Division, and Protective 10 Services; and 11 WHEREAS, in 1977, he was promoted to Lieutenant Colonel and also served as 12 Chief of Staff, Deputy Superintendent of Support, and Deputy Superintendent of Patrol; and 13 WHEREAS, in the summer of 2000, history was made with the appointment of 14 Colonel Landry as the first African-American superintendent of the Louisiana State Police; 15 and 16 WHEREAS, during his career, Representative Landry completed several law 17 enforcement schools including the Louisiana State Police Training Academy and the 176th 18 session of the Federal Bureau of Investigation National Academy; and 19 WHEREAS, he served in a supervisory role over several major events which 20 received national attention, including the serial killer investigation in the Baton Rouge area 21 which resulted in the arrest and conviction of Derrick Todd Lee, the recovery of the Space 22 Shuttle Discovery crash, the first Super Bowl held after the September 11th attack, and 23 statewide events such as the Sugar Bowl and the Bayou Classic; and 24 WHEREAS, Representative Landry has always been active in communities, 25 volunteering in many capacities to support the missions of various community service 26 groups and organizations; and 27 WHEREAS, on November 19, 2011, Representative Landry was elected to the 28 Louisiana House of Representatives as the first legislator to the newly created House District 29 96 serving the parishes of Iberia, St. Martin, and Lafayette; and 30 WHEREAS, he is a strong advocate for public education, affordable healthcare, Page 2 of 4 SR NO. 135 SLS 19RS-1651 ORIGINAL 1 medicaid expansion, responsible gun control, fair sentencing, and prison reform; and 2 WHEREAS, due to his strong advocacy for criminal justice reform, he was appointed 3 to serve on the Justice Reinvestment Task Force during the 2017 legislative year; and 4 WHEREAS, the task force researched and compiled evidence-based information on 5 programs to reduce the state's highest-in-the-nation incarceration rate and reinvest that 6 savings into rehabilitation programs, resulting in the passage of historic legislation to reform 7 Louisiana's criminal justice system; and 8 WHEREAS, in addition to serving as chairman of the House Committee on 9 Transportation, Highways and Public Works, Representative Landry is also a member of the 10 Atchafalaya Basin Program Oversight Committee, the Joint Legislative Committee on 11 Capital Outlay, the Special Committee on Military and Veterans Affairs, and the Governor's 12 Justice Reinvestment Implementation Oversight Council; and 13 WHEREAS, he is also a member of the Acadiana Delegation, the Democratic 14 Caucus, the Louisiana Legislative Black Caucus, and the Louisiana Rural Caucus; and 15 WHEREAS, Representative Terry C. Landry Sr. merits the highest commendation 16 and sincere congratulations on being selected to receive the Living Legend Award from the 17 Southwest Louisiana Black Chamber of Commerce, and for his outstanding contributions 18 to the state of Louisiana and its citizens. 19 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana 20 does hereby commend and congratulate Representative Terry C. Landry Sr. on receiving the 21 Living Legend Award from the Greater Southwest Louisiana Black Chamber of Commerce, 22 does hereby recognize and record for posterity his vital contributions and tireless dedication 23 to the state of Louisiana, and does hereby extend to him best wishes for continued success 24 and happiness in all of his future endeavors. 25 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to 26 Representative Terry C.
