SENATE RESOLUTION NO. 135

A RESOLUTION
To commend Representative Terry C. Landry Sr. on receiving the Living Legend Award
from the Greater Southwest Louisiana Black Chamber of Commerce at its 19th
Annual Trailblazer & Scholarship Gala.
WHEREAS, the Greater Southwest Louisiana Black Chamber of Commerce
(GSLBCC) is an organization structured to economically empower and sustain
African-American communities through entrepreneurship and capitalistic activity within the
community; and
WHEREAS, it envisions a community of friendly, interdependent relationships with
diverse cultural, economic, and educational opportunities to create an unparalleled quality
of life; and
WHEREAS, the GSLBCC serves the parishes of Acadia, Allen, Assumption,
Beauregard, Calcasieu, Cameron, Evangeline, Iberia, Jefferson Davis, Lafayette, Lafourche,
St. James, St. Landry, St. Martin, St. Mary, Terrebonne, and Vermilion; and
WHEREAS, it is a nonprofit organization based in Lafayette, Louisiana, organized
to advance and protect the general welfare and prosperity of African-American owned
businesses throughout southwest Louisiana; and
WHEREAS, Representative Terry C. Landry Sr. was presented the Living Legend
Award at the GSLBCC 19th Annual Trailblazer & Scholarship Gala on May 3, 2019, at the
Cajundome Convention Center in Lafayette, Louisiana; and
WHEREAS, Representative Landry is a native of New Iberia, Louisiana, and has
dedicated his life to serving and protecting his community, state, and country; and
WHEREAS, he proudly joined and served his country in the United States Army and
is a Vietnam Veteran; and
WHEREAS, Representative Landry was accepted into the Louisiana State Police

Academy in 1977 and served in various positions, including commander of the Crime
Laboratory, Investigative Support Section, Gaming Enforcement Division, and Protective
Services; and
WHEREAS, in 1997, he was promoted to Lieutenant Colonel and also served as
Chief of Staff, Deputy Superintendent of Support, and Deputy Superintendent of Patrol; and
WHEREAS, in the summer of 2000, history was made with the appointment of
Colonel Landry as the first African-American superintendent of the Louisiana State Police;
and
WHEREAS, during his career, Representative Landry completed several law
enforcement schools including the Louisiana State Police Training Academy and the 176th
session of the Federal Bureau of Investigation National Academy; and
WHEREAS, he served in a supervisory role over several major events which
received national attention, including the serial killer investigation in the Baton Rouge area
which resulted in the arrest and conviction of Derrick Todd Lee, the recovery of the Space
Shuttle Discovery crash, the first Super Bowl held after the September 11th attack, and
statewide events such as the Sugar Bowl and the Bayou Classic; and
WHEREAS, Representative Landry has always been active in communities,
volunteering in many capacities to support the missions of various community service
groups and organizations; and
WHEREAS, on November 19, 2011, Representative Landry was elected to the
Louisiana House of Representatives as the first legislator to the newly created House District
96 serving the parishes of Iberia, St. Martin, and Lafayette; and
WHEREAS, he is a strong advocate for public education, affordable healthcare,
Medicaid expansion, responsible gun control, fair sentencing, and prison reform; and
WHEREAS, due to his strong advocacy for criminal justice reform, he was appointed
to serve on the Justice Reinvestment Task Force during the 2017 legislative year; and
WHEREAS, the task force researched and compiled evidence-based information on
programs to reduce the state's highest-in-the-nation incarceration rate and reinvest that
savings into rehabilitation programs, resulting in the passage of historic legislation to reform
Louisiana's criminal justice system; and

WHEREAS, in addition to serving as chairman of the House Committee on
Transportation, Highways and Public Works, Representative Landry is also a member of the
Atchafalaya Basin Program Oversight Committee, the Joint Legislative Committee on
Capital Outlay, the Special Committee on Military and Veterans Affairs, and the Governor's
Justice Reinvestment Implementation Oversight Council; and 
WHEREAS, he is also a member of the Acadiana Delegation, the Democratic
Caucus, the Louisiana Legislative Black Caucus, and the Louisiana Rural Caucus; and
WHEREAS, Representative Terry C. Landry Sr. merits the highest commendation
and sincere congratulations on being selected to receive the Living Legend Award from the
Greater Southwest Louisiana Black Chamber of Commerce, and for his outstanding
contributions to the state of Louisiana and its citizens.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby commend and congratulate Representative Terry C. Landry Sr. on receiving the
Living Legend Award from the Greater Southwest Louisiana Black Chamber of Commerce,
does hereby recognize and record for posterity his vital contributions and tireless dedication
to the state of Louisiana, and does hereby extend to him best wishes for continued success
and happiness in all of his future endeavors.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Representative Terry C. Landry Sr.
