SENATE RESOLUTION NO. 180

COMMENDATIONS. Commends Kim Howell on being named School Librarian of the
Year by the Louisiana Association of School Librarians.
1 A RESOLUTION
2 To commend Kim Howell on being named School Librarian of the Year by the Louisiana
3 Association of School Librarians.
4 WHEREAS, the mission of the Louisiana Association of School Librarians is to
5 promote and maintain high standards of school librarianship, to serve as a medium for the
6 exchange of ideas, and to encourage a continuing and critical evaluation of school library
7 service; and
8 WHEREAS, the School Librarian of the Year Award is presented to a school
9 librarian who has demonstrated outstanding work through action and philosophy to the
10 mission and goals of the school librarian profession within the state of Louisiana; and
11 WHEREAS, selection criteria includes exemplary service to fulfill the needs of
12 students and school community, creativity in programming and use of content, collaboration
13 with teacher peers, staff, and administrators, effective integration of library services with
14 curricula, student engagement in services, research, and reading, exemplary use of
15 technology tools and technology integration within the curriculum, leadership within school
16 building and beyond, outreach to the community including parents and families, effective
17 promotion of the library and its programs and services, and participation in professional
18 organizations; and

1 WHEREAS, Kim Howell, librarian at Stockwell Place Elementary School in
2 Shreveport, Louisiana, was named the School Librarian of the Year by the Louisiana
3 Association of School Librarians; and
4 WHEREAS, Ms. Howell has been an educator for twenty-five years and a teacher
5 librarian for eight years; and
6 WHEREAS, she is a member of the Dream Teachers Board of Directors, a past
7 recipient of the Louisiana Library Association James G. Modisette Award, and was a 2017
8 finalist for the H. Norman Saurage III Community Service Award; and
9 WHEREAS, Ms. Howell has long been a leader in finding innovative ways to get
10 students excited about reading and modernizing how school libraries meet the needs of
11 today's child; and
12 WHEREAS, her accomplishments include being president of the Bossier Association
13 of School Librarians, member of the Reynolds League of Visionaries, liaison with the
14 Louisiana Department of Education, an EPIC Certified Teacher, a Nearpod Certified
15 Teacher, a Google Level 1 Certified Teacher, being named KSLA Educator of the Week, and
16 receiving the MDA Outstanding Leader Award; and
17 WHEREAS, Ms. Howell has incorporated numerous library programs to assist
18 students, including Coding in the Library, Do the Cube Rubiks Cube Program, Stockwell
19 Place Secret Society of Readers, Pepsico Recycle Rally, Research to Build Knowledge,
20 Adopt a Shelf, Google Classroom, Silent Reading Room, Mystery Readers, R.E.A.D.
21 Program, Bonus Bus BucksIncentive, Early Bird Readers Incentive, SKYPE sessions with
22 authors and illustrators, SKYPE sessions for faculty professional development, 1st Grade
23 Bonus Books, Scholastic Book Fair Workshop Hosts, two annual book fairs, author visits,
24 Global Read Aloud Day, and the Librarian in Training program, among others; and
25 WHEREAS, Kim Howell is an educator and Louisiana school librarian who
26 demonstrates impeccable leadership and a commitment to students that is truly
27 commendable, and is most deserving of being selected as the School Librarian of the Year.
28 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
29 does hereby commend and congratulate Kim Howell on being selected as the School
30 Librarian of the Year by the Louisiana Association of School Librarians.

1 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
2 Kim Howell.
