SENATE RESOLUTION NO. 180
BY SENATORS GATTI AND PEACOCK 
A RESOLUTION
To commend Kim Howell on being named School Librarian of the Year by the Louisiana
Association of School Librarians.
WHEREAS, the mission of the Louisiana Association of School Librarians is to
promote and maintain high standards of school librarianship, to serve as a medium for the
exchange of ideas, and to encourage a continuing and critical evaluation of school library
service; and
WHEREAS, the School Librarian of the Year Award is presented to a school
librarian who has demonstrated outstanding work through action and philosophy to the
mission and goals of the school librarian profession within the state of Louisiana; and
WHEREAS, selection criteria includes exemplary service to fulfill the needs of
students and school community; creativity in programming and use of content; collaboration
with teacher peers, staff, and administrators; effective integration of library services with
curricula; student engagement in services, research, and reading; exemplary use of
technology tools and technology integration within the curriculum; leadership within the
school building and beyond; outreach to the community including parents and families;
effective promotion of the library and its programs and services; and participation in
professional organizations; and
WHEREAS, Kim Howell, librarian at Stockwell Place Elementary School in
Shreveport, Louisiana, was named the School Librarian of the Year by the Louisiana
Association of School Librarians; and
WHEREAS, Ms. Howell has been an educator for twenty-five years and a teacher
librarian for eight years; and
WHEREAS, she is a member of the Dream Teachers Board of Directors, a past
recipient of the Louisiana Library Association James G. Modisette Award, and was a 2017
finalist for the H. Norman Saurage III Community Service Award; and

WHEREAS, Ms. Howell has long been a leader in finding innovative ways to get
students excited about reading and modernizing how school libraries meet the needs of
today's child; and
WHEREAS, her accomplishments include being president of the Bossier Association
of School Librarians, member of the Reynolds League of Visionaries, liaison with the
Louisiana Department of Education, an EPIC Certified Teacher, a Nearpod Certified
Teacher, a Google Level 1 Certified Teacher, being named KSLA Educator of the Week, and
receiving the MDA Outstanding Leader Award; and
WHEREAS, Ms. Howell has incorporated numerous library programs to assist
students, including Coding in the Library, Do the Cube Rubiks Cube Program, Stockwell
Place Secret Society of Readers, Pepsico Recycle Rally, Research to Build Knowledge,
Adopt a Shelf, Google Classroom, Silent Reading Room, Mystery Readers, R.E.A.D.
Program, Bonus Bus BucksIncentive, Early Bird Readers Incentive, SKYPE sessions with
authors and illustrators, SKYPE sessions for faculty professional development, 1st Grade
Bonus Books, Scholastic Book Fair Workshop Hosts, two annual book fairs, author visits,
Global Read Aloud Day, and the Librarian in Training program, among others; and
WHEREAS, Kim Howell is an educator and Louisiana school librarian who
demonstrates impeccable leadership and a commitment to students that is truly
commendable, and is most deserving of being selected as the School Librarian of the Year.
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby commend and congratulate Kim Howell on being selected as the School
Librarian of the Year by the Louisiana Association of School Librarians.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
Kim Howell.
