SENATE RESOLUTION NO. 194

A RESOLUTION
To express the sincere and heartfelt condolences of the Senate of the Legislature of
Louisiana upon the death of Jacobi Brishard Scott.
WHEREAS, it is with deep regret and a profound sense of sorrow that the citizens
and the Senate of the Legislature of Louisiana have learned of the sudden and tragic death
of Jacobi Scott on May 8, 2019, at the young age of twenty; and 
WHEREAS, Jacobi Brishard Scott was born on December 16, 1998, in Covington,
Louisiana, to Bridget and Parviz Scott, residents of Denham Springs, Louisiana; and 
WHEREAS, Jacobi Brishard Scott was baptized at an early age, and was a member
of Hurst United Methodist Church in Plaquemine, Louisiana; and
WHEREAS, Jacobi Scott, who was fondly referred to as "Cobi", loved all sports and
was a natural athlete, dominating the court, track, and field; and
WHEREAS, he began his athletic career at Westside Middle School in Walker,
Louisiana, and upon entering ninth grade at Walker High School, Jacobi continued to stand
out and excelled in football, basketball, and track; and 
WHEREAS, in 2016 Jacobi Scott lead his team to a 7-3 record and Class 5A playoff
berth, ending the school's twenty-five game losing streak in district play; that year passing
for 2,969 yards and throwing thirty touchdowns; and 
WHEREAS, Jacobi achieved many athletic accolades in high school, including being
named a school MVP and the co-MVP on offense for the All-Parish Team; and 
WHEREAS, he graduated from Walker High School and was the standout and star
quarterback for the Walker Wildcats football team with a bright future ahead of him; and

WHEREAS, he was always an excellent student, leader, and a loyal friend admired
by teammates, coaches, students, and faculty in both high school and college; and 
WHEREAS, he was the key in setting high standards for himself and his teammates,
thus setting into motion the future winning seasons for Walker High School athletics; and
WHEREAS, Jacobi Scott was attending Southwestern College in Winfield, Kansas,
as a sophomore majoring in computer science and digital arts; and  
WHEREAS, during his collegiate years he quickly assumed the leadership position
as quarterback at Southwestern College where he was considered one of the nicest people
on campus; and
WHEREAS, he, along with fellow student, friend, and football teammate, Shelvin
Keller of Laplace, Louisiana, died in a tragic traffic accident near Marshall, Texas, while
returning home for their summer break; and 
WHEREAS, Jacobi Scott lived a very active life and was friendly, respectful, and
well liked by everyone he met; and
WHEREAS, in death, Jacobi Scott leaves a tremendous void in his community, state,
and college, however, he also leaves a rich and unique legacy, and shall forever remain with
the fondest of memories in the hearts of all those who were honored to have known him; and
WHEREAS, the success of the state of Louisiana, the strength of our communities,
and the overall vitality of American society depend in great measure upon respectful, kind,
smart, talented young leaders like Jacobi Scott, an extraordinary mentor and role model to
the peers, community, youth, and players who looked up to and admired him. 
THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
does hereby express sincere and heartfelt condolences to the family of Jacobi Scott on the
occasion of his death.
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
parents of Jacobi Brishard Scott.
